1. The Minor Bonus Threshold. The game doesn't scale down bonuses that are small to begin with. Any individual benefits of 20% or less are unaffected by Exemplaring down as far as level 21. Enhancement benefits of 10% or less are unaffected by Exemplaring to levels 11-20. Benefits of 5% or less are never reduced by Exemplaring. Ignore Steps 2 and 3 for each separate bonus you have that's at or below these minimums.
This step often comes into play with multi-aspect IOs, especially ones that boost three or four different attributes.
2. The Maximum Bonus Cap. If your Exemplar level is 45 or less, each individual benefit is first capped at 41.5%. This is an extra step done before the normal reduction. If your Exemplar level is 46+, skip this step.
This step rarely has a big impact. It only has a significant effect on Knockback Distance and Interrupt Time Reduction bonuses from SOs, HOs, and mid- to high-level one-aspect IOs. It will also reduce the benefits of Schedule A one-aspect IOs of levels 48+, but only by a small amount less than 1%, even in the worst case. -
The people who pay the high prices are the ones who're driving up the price. If people would just agree not to pay over a certain amount, prices would reduce to that amount.
Personally, I never pay more than I think I should. -

i appreciate elastic supply and demand issues, but it also allows for a significant level of hoarding. perhaps limiting the market slot capacity to 5 instead of 10, and reducing sg bin storage could be beneficial.

If you have to do anything weird to hit the soft cap, it may not be worth it. Layered survivability is greater than maxing out any single means of protection. If soft capping means you have to gimp your attacks, regen, hp or res, it may not be worth it. For a toon with a lot of HP and regen, getting near soft cap w/ all other items intact and working very well may be more advantageous.
Lots of variables, so I am not trying to give a definitive answer. There are a lot of mobs w/ -def. -

If someone is selling it for less, the more expensive item will never sell. So even if those prices stay high, they will never be bought.

Procs require the power they are in to be activated in order to work. In a click power, they go off once with every click. In a passive power or active toggle, they continuously pulse on once every 10 seconds per target. Certain pseudo-pet powers will inherit the proc and if they fire off for a set duration, the Proc has a chance to pulse several times (once every 10 seconds) during that period.
Procs which are labeled Proc120s will work for 120 seconds in a click power. They are always on in a Passive power. In a Toggle power, they turn on with the Toggle is turned on and turn off when the Toggle is turned off.
120s or Proc120s always activate when the power they are in is activate; there is no "Chance to" on them.
Obviously, if you are exemplaring and the power the Proc is in is greyed out, then you can't get the benefit of the Proc. However, the upside of Procs is that they continue to work even if you exemplar way below their level.
