Procs require the power they are in to be activated in order to work. In a click power, they go off once with every click. In a passive power or active toggle, they continuously pulse on once every 10 seconds per target. Certain pseudo-pet powers will inherit the proc and if they fire off for a set duration, the Proc has a chance to pulse several times (once every 10 seconds) during that period.
Procs which are labeled Proc120s will work for 120 seconds in a click power. They are always on in a Passive power. In a Toggle power, they turn on with the Toggle is turned on and turn off when the Toggle is turned off.
120s or Proc120s always activate when the power they are in is activate; there is no "Chance to" on them.
Obviously, if you are exemplaring and the power the Proc is in is greyed out, then you can't get the benefit of the Proc. However, the upside of Procs is that they continue to work even if you exemplar way below their level. E.g., a level 50 Stealth in Sprint will work even if exemplared to level 10.

Just to help explain further why a proc works the way it does in a passive power ...
Passive (auto) powers have a behind-the-scenes implementation that makes them look a bit more like click powers than you'd probably expect. They actually "activate" every so often, giving you a buff that lasts for a little while. Just before the buff expires, the power will re-activate again, making sure the buff is consistent. For example, Physical Perfection activates every 10 seconds and gives you recovery and regen buffs that last 10.25 seconds.
Procs check their chance to do whatever it is they do whenever the power they are in activates, but no more often than once per 10 seconds in a passive or toggle. Since PP activates once per 10 seconds, that means the Performance Shifter proc gets to check and see if it gives you endurance every time PP activates.
When you exemplar down below the level at which you have an auto power, clearly the power stops activating. Since there are no more periodic activations, that means the proc can't go off any more.
PS: Toggles are implemented the same way, except you can control whether they go through their activation cycles by turning them on and off.
If you plan to exemplar much at all, I wouldn't put the Miracle or Numina in Physical Perfection, because if you exemplar down much at all you'll lose their benefits. If you have it, Health is a lot more exemplar friendly, especially after I19, where everyone has it down to level 2 (which means you can never lose access to it since we keep powers at our level +5). Adding a PS proc to PP is fine, but I would probably add one to Stamina as well (for the same reasons as for Health).

Got it! Fantastic. That makes much more sense.
Which is also why a thing like Luck of the Gambler +recharge does work - it works like set bonuses.

Alright, need a little clarification here.
My main just got Physical Perfection, at level 47 (or is it 46? ...anyway.) - finally.
The bonuses are only available when I'm at level 42 or above - because of exemplar rules.
So, I'm thinking of slotting it with Performance Shifter: Chance for + End, and / or Miracle: +Regen / +End, both level 25.
So! Here's my questions -
* When I'm level 22-41, or "lower than the power, higher than the proc", will I get the benefits of these procs? The power is grey'd out - but a I understand it, the procs still work, right?
* If I slot the "sets", with all Enhancements at lvl 25, will I get the set bonuses in the abovementioned level range, even though the power is grey'd out?
