Yeah, but as best as I can tell, you can't scale anything up, only down. I've got a 54 high arc, and with I15 I wanted to add to one mission a group that only spawns 40-44, and bring them up to the mission level. But as long as the mission level is 54 high, you still only get those enemies at 44 and below.
It's one mission out of five, and it's really meant to be an endgame style arc. I don't want to drop the whole arc 10 levels just to accommodate this group, even though I'd really like them in there. And since I hate it when arcs randomly exemp you to various levels mission to mission, I'm loath to go that route.
Now, if I'm wrong, someone PLEASE correct me. I'd love to be wrong about this. -

It's not flying critters in general. Enemies fly. Allied patrols fly. Allied ambushes fly. But plain allies-- the ones who follow you around-- do not fly. If yours do, I'd really like to know what you're doing to make it happen. I can't get them to fly with regular flight or reflections-effects.
Allies have not flown since the first live patch to I14. The best I've ever been able to do is get them to activate flight for a second, by flying out of their follow range, then edging back into it from above; they activate fly for half a second, then abandon it.
Bugged this a long time ago, and was really hoping this was fixed in I15. Sadly not.
Here's a thread from back in early May (sigh) discussing the same issue. -

No, they don't. Setting a captive with the "Single" for captor group difficulty will spawn the ambush once you enter.. and that ambush will come at you, wherever you are.

Works for allies set to single too. I didn't realize what I had done until I started getting ambushed at the door. Took me a while to figure out where it was coming from, too. I honestly didn't remember setting up such a thing, but boy, it works. -

UPDATE!
"Invasion on Earth BX1132" has now been fully tweaked to work with the latest patch.
One main issue still remains: Allies who are supposed to fly currently do not. This is a bug with the last patch, and I'm just waiting for it to be fixed (along with a lot of other folks).
And thanks to all of you guys who have been playing "Invasion". I'm the proud owner of a shiny new Designer badge thanks to you. I've received so many nice comments; just about every time I log in, somebody makes my day with a fresh tell. You guys rock.

The thing is, allies are little kill-stealers. Only defensive allies truly aid in a farm. I was worried I had created a farm in a particular mission, until I saw they were stealing my xp (which was what I had hoped would happen, actually). -
I just got a reply to the in-game support ticket I sent on this issue, and it seemed like they had never heard of it before. I explained it more in depth in my email reply.
I realize support gets a lot of tickets that are not really bugs, or something the player has misunderstood (I myself have submitted a thing or two that I later found to be an error on my part). And I realize they have to have stock responses to weed those out and save time.
But this is a known issue-- at least to anyone who has flying allies in their arcs-- and for them to respond with a "must be your arc" message just sets me to grinding my teeth. And until we get an official response to this, I am going to bug it in-game every time we get a new patch/issue that does not fix this. -

I'm having problems with flying allies as well. The ally characters fly some in the patrols I'm using them in, but as allies they are suddenly ground-bound since the last patch.
I would have tested this on the Test Server, but the character copy tool was down for days, and when it finally worked, I realized that transferring a current character did not unlock all the stuff I had unlocked on Live, so I had to earn tickets again before I could test the mission as it exists on Live.
By the time I got that accomplished, the patch had gone live, and the player base is now experiencing the new bugs in my arcs at the same time I am.
I'm wondering if this has something to do with the new ranged attacks. Before, my allies would chase guys into the sky, which was cool. Now... it's not. -

Anytime you go to do any manual editing, make a copy of the file you want to edit, keep it in the missions folder, and edit that one. That way if you bork it, you've still got that backup... and much less apprehension. -
Go to your mission file, in the Missions folder, in your City of Heroes folder. Open the text file for your mission.
Do a Ctrl+F and put in the name of the group you're trying to delete. If it still exists in the file-- and it almost surely does-- this will point you to any places where it still remains. You might also want to check for the names of any characters associated with that group-- if even one guy remains, he brings his entourage. Then you can go back into the editor and attack those details, or if you're comfortable with it, you can delete the detail from the text file itself, though you risk borking it if you don't know what you're doing.
There was some change made to the game that affected manually-edited text files, but I don't know the details. I do know, though, that I have moved details around, edited various things, etc. via the text file, and I haven't had the game complain about it. -
I haven't really played with defendable objects, but I can clue you in a bit on the first one:

Apparently the triggers on Object groups and Hostage groups are just bugged right now. It's been annoying the heck out of me, too.
It works properly on Bosses-- there are supposed to be two ranges for those two dialogue triggers, and if you try it with a Boss detail, you'll see how it's actually supposed to work. The first one is as you approach the boss, but before you get close enough to alert them, the second is right as they see you.
It's something I've just gotten used to and have started to write with that in mind. It'll be interesting to see how my dialogue looks/feels once they actually fix this. -

Add to that that the thing isn't even out a month yet and there's a gigajillion of arcs. A month ago the devs were talking about how cute the Tribbles are... now they're raining out of the Quadrotriticale bins. -
Yeah, I wanted to run my arcs on test with those new power tier changes. Besides, except for maintenance, isn't the Test Server always running with the latest build?
