Not to knock TA (Hah, puns), but if my memory serves the only power with -regen in it is EMP Arrow. Of course, as a TA player, we have plenty of other options that make -regen wholly unnecessary. Disruption Arrow and Acid Arrow both do -resist, and Acid also does -def. Acid is perma out of the box, and with 3 basic IO recharge so is Disruption (not quite perma -- the animation causes a small inconsequential gap). A burning Oil Slick is very nice additional damage as well. EMP Arrow can be used for the heck of it, really, and it doesn't really hurt. -

Gamestop employees have managed to get a very poor reputation on the internet from many, many personal accounts for various reasons.

Most of the GameStop employee reputations center around not knowing anything about video games, or they're just "frat boys" who spend all their time playing Halo or other "casual" games. There are the occasional reports of people who pre-order something and GameStop claims to have not gotten the game even a week after it was released, but I find most of these to be rare rather than the norm.
What that other guy is talking about, this supposed activity of scamming the customer, isn't common from any GameStops I've been to. -

I think because all the PvPers before the change though it was good as it was...myself included.
I honestly don't care now that it has been so long because this is truly an extremely fun game to play just PvEing all the time...but I remember I tried to stick with PvP even after the changes but there would literally be no one in the PvP zone anymore...(on the Protector server)...but yeah it's definitely crazy that at one point all I did was hang in Recluses Victory PvPing all day long and now after the changes I can't even remember the last time I went there.
It's sad but like I said at least PvE is still fun.

"PvPers leaving" has more to due with the fact that they were used to the status quo and the rules. Change the rules, and they resent it forever. It's a pretty well-documented fact among any game that has PvP as an option in it. Those who "enjoyed" the rules will hate the change and those who feel the changes were justified will like them. It's just how it goes. Of course, the changes done then weren't the end of the changes to come, but I have no idea when or if further changes are going to happen. -

However, the high KB magnitude is great when fighting non-melee/non-permaDoms in PvP. It's the only "reliable" control I really have access to on that build. -

With some Knockback powers (including things like Kick, Whirlwind, etc) you can four slot those with one of the KB IOs and get 7.5% Recharge for it. That can go a long way to cheaply getting Perma-Dom (My Fire / Psy did that, and ended up with I think 4 powers slotted with that)

In my experience, this is limited to the melee versions of electrical powers. Off the top of my head, I can't think of any player ranged electrical power that has a sleep chance. I can't speak on the proc, however. -

I don't actually have an Elec/Elec. I do have an Elec/Dev and I've messed with the Elec secondary on a couple characters, but Blasters are my favorite AT and pretty much anything about them I'm going to know . Lightning Field, as stated, is typically best used as a tool to keep mobs near you bottomed out on endurance.
After reviewing Leech's post, I double-checked on Ball Lightning since I didn't see it mentioned that it had -recovery. Now, according to Mids, Ball Lightning has a 30% chance to reduce recovery by 100% for 4 seconds. It's not entirely reliable (and I'm willing to accept that Mids may be mistaken -- it's been wrong many times before), but it's also not a waste to use for this purpose. Besides, it does decent damage on its own and as a Blaster, you're going to be needing that damage anyway. -

What I learned the hard way was that Short Circuit is a mediocre endurance drain all by itself. Draining End as a tactic requires that you get the baddies to Zero Endurance, or they will still have enough End to put some serious hurt on you.
So kids, don't try End Drain Tactics until you have Power Sink, pure and simple. I never had enough oomph in Short Circuit, no matter how I slotted it, to drain baddies to zero, but with Power Sink, I usually do. My preferred sequence is to Ball Lightning a group (get them twitching for a few seconds, a smidge of End Drain), run into melee range and trigger Power Sink (massive End Drain) and then Short Circuit (enough End Drain to take everyone to Zero.) By that time, Ball Lightning is back up, and I re-apply it. I found that Short Circuit takes too long to fire to be the lead-off power; Power Sink is faster and gives Short Circuit some time to fire off, often while everyone is still twitching.
You also have to know your enemy groups. The Warriors are sheer murder in melee, for example, and if you miss draining someone to zero, they will put a world of hurt on your squishy self. If you miss several, you are headed to your reserved bed at the Hospital.
What Elec/Elec really lacks is another ranged power that does substantial damage, preferably another AoE like Ball Lightning, that is readily available, but all there is left like that is the nuke. Thunderous Blast is a great nuke, especially since it works from range, but it is often not quite powerful enough to finish everyone off (although watching a group writhe and drop to the ground in unision is fantastic fun Try it on a group in Perez Park that you know will be wiped and enjoy the show!), so you may want to apply Ball Lightning first before TB. Or after TB, you may want to pop a blue, run in and Power Sink the survivors (refilling your blue bar) and giving them Short Circuit/Ball Lightning to finish them.
All of this is well and good once you have all of the powers mentioned. In the lower levels, I found that I had to be very careful about the aggro, pick my moments to zip in and engage ONE TARGET with my melee attacks and zip out. Elec/Elec just does not have enough ranged options to take out groups in the lower levels. Lightning Field would seem to require taking up residence in melee to be truly effective, and while I might try it out in my 40s now, since I am in there Power Sinking and all that, it did not seem to provide enough damage to offset the constant end drain on me nor the added aggro, so I gave up on it back in the day.
I am at 45 with my Elec/Elec, and I played Elec/Fire to 50, so I enjoy Elec a great deal, but it does take some finesse.

This "twitching" you mention as being some kind of safety bumper is misinformed. It's merely the animation that plays when a foe has not done any animations and was hit with an electrical attack. For reference, get shot at by a Clockwork, but don't input any movement/power commands. You will start twitching.
The only thing I can think of, other than someone telling you otherwise, is that you attributed the mobs' seeming inability to attack you to the twitching when it is, in fact, the delay all spawns have when you're "spotted" for the first time. Every mob will stand for a about a second and look at your character when you've moved to aggro range. Once a spawn has been initially "alarmed" to your presence, this delay appears to go away so if you run off and they lose interest, when you come back they won't hesitate to fire at you anymore.
With that said, leading off with Ball Lightning (and finishing with it as well) is a good tactic regardless due to the -recovery. -Endurance means almost nothing without -recovery to keep their endurance down. -

I choose my powers and IOs carefully also. Hell, I even plan my builds out in Mids beforehand. I still used nearly all my respecs on my main character because I like playing him in so many different ways. He's gone through many pool power restructures, or ranged-only, or melee-only (or nearly so) builds over the years. I've even used respecs to go back to an "old" build multiple times just because I wanted to.
Powers get changed and respecs happen. -

I think one of the biggest differences between this game's end-game "goals" and that of other games out there would be the fact that you don't VISUALLY see the advancement of your character past hitting 50.
In games like WoW (using it for an example only), you can SEE who's taken the time to trick out a particular character. Upgraded armor is nice and flashy, and people recognize how much time you've invested based purely on your "look".
Now, in CoH, it's slightly different. The character creator is absolutely amazing, and allows a wide range of options. Yes, there are ways for a higher-level character to distinguish themselves, such as capes, auras, titles/badges, and unlockable weapons and armors. But your character could also look the same from level 1 all the way through to 50 and beyond.
Under the hood, however, is a different story. A character using standard enhancements may be somewhat effective, but that same character with a tricked-out IO setup could very well be a scary sight to behold. Only at THAT point will observant players say to themselves, "Holy crow, look at that kid!" and view your info. THEN, when they see the list of set bonuses a mile long, will they fully recognize how much time you've spent on your character.
So, to answer your question, items (in this case Enhancements) are not for vanity at all, as a player cannot look at, say, your helm or pauldrons and see "Oh, Tier 4, nice." However, I feel they do MORE for for vanity, as they enable you to push your character that much further. A Scrapper with standard enhancements might do okay in a team environment, but a tricked-out Scrapper with purples out the wazoo will be off destroying entire spawns by himself while the team just stands in awe. That's the true beauty of the "end-game" enhancements.

Of course in City of [x] if you're a member of the same faction you can view a list of the character's set bonuses, which can give you an idea of how much has been invested in "equipping" the character. On some characters 3/4 or more of the info window is a solid block of set bonuses.

To be fair, Blizzard has done more than a few things to limit the amount of "clown clothes" seen at higher levels regarding visible gear selections. Nearly every armor item in Lich King has the same general pattern on it and darker colorization so that even a red and yellow put next to each other isn't immediately obvious. Of course, this applies to pieces of the same armor type (leather, plate, etc) and it starts to fall a tad short if you mix and match (it's not uncommon for Shamans and Hunters to mix leather in with their mail pieces, or in the Shaman's case, sometimes even cloth). Shoulder armors can also vary wildly but none of them really "go with" the general design of any piece. But even with this change, many of the players in WoW are complaining about how they have "no visible indicator of their power" or something... you can't please everyone. Though I personally feel these are the people who care more about standing in town for hours decked out in Tier 8.5 than actually using it.
Then you have the complete PvP/Tier sets that are designed as a whole so that having the entire set looks cohesive. The only time you ever look like an amalgamation of parts is when you're leveling. More frequently (and it's my complaint as well) are the complaints that once you get high enough, you look exactly like everyone else of your class. The individual is lost in favor of the group. Unfortunately, in a gear-based game, this is nearly unavoidable unless you design ahead of time the ability to alter your items' appearances in small, but obvious, ways. WoW was never designed to do that. -

Oh, I'm well aware of the system as it exists currently. Shortly following the unveiling of D3, I got the urge to play D2 again. It didn't last long, since I remembered why I quit in the first place. It had nothing to do with this silliness DarkTyger keeps talking about, though. I only play on Closed Ladder. Maphacks still exist, and every once in awhile you'll run into "FCZons" (Far Cast Amazons, using a cheat or exploit to cause whatever ability they're using to jump many screens across the field).
Running hacks to "discover" password protected games, infiltrate them, and running additional hacks for the sole purpose of killing other player characters in a manner that they have no way to avoid just plain doesn't happen on Closed BNet anymore. The closest thing they had was a Bone Necro spamming a ton of Bone Spirits (slow moving, auto-tracking missiles), taking a TP to town, then hostiling their target. The spirits would likely still be close enough to the player to home in on them and the player would die. You can no longer do this (abilities that were cast by a player who goes hostile disappear when they switch their flag).
His "30 seconds of Google" comment amuses me as well. The vast majority of "d2 hacks" aren't hacks at all, but trojans. Besides, of the actual "legit" hacks out there, nearly all of them only apply to Open BNet, the main exceptions being maphacks (and specifically, mousepad's maphack... though I'm sure the latest version is out of date and I have no idea if it's being updated), and a drop hack that you have to be stupid enough to download yourself at the request of another player so you can "trade properly" or something asinine. This "hack" would take control of your character and mouse and it would drop everything you were wearing at the time on the ground for the other guy to pick up.
Like I said, I know what's going on with D2.
In short, DarkTyger is stuck on a by-gone era. -

I'm not sure what the issue with the detonator really is, anyway. I was searching for a TF2 comic that would fit this debate perfectly, but after 30ish minutes of looking I gave up.
In this comic, the Scout is on his "last HP" and the enemy is closing in. There's some dialogue between him and Demoman (Demoman has access to sticky grenades that detonate remotely) where Scout is basically telling him to cover him with the grenades. The last panel is him charging at the group of enemies, covered in 'nades. One logically assumes that he exploded, defeating the enemy force that would have surely won otherwise.

Only game I can think of where this was the case was a single PvP server in Everquest. Can't think of any other MMOs that allow others to steal your gear when you're defeated. That's not saying that there aren't any, just none of the major ones.

While not technically an MMO, Diablo 2 had this "feature" if you played on Hardcore mode. Your character only had a single life, and if you died, all of your gear and items in your inventory would spill out onto the ground for anyone also in the game at the time to grab. It really didn't matter much to you, since you were dead and you can't get it back, but it did make PKing extremely popular since the only way to be safe from attack is to be under level 9 or be inside the major town for that act.
Of course, Diablo 2 had the capacity to create private games due to both the game naming and passwords, so if you were killed by someone, it was usually your own fault. This only is made more obvious by the big announcement that's made on your screen when someone goes hostile to you, the fact they have to be inside a town to become hostile in the first place, and any TPs they have currently up would shut down if they went hostile so they had to quickly find you again. You could easily open up a TP yourself and go back to town, or just quit the game to avoid dying. -

I've pondered putting in more KB protection, but so far 14 points seems like it's enough. I really wish there were similar IOs for Disorient, Hold, Sleep, and Fear protection.

I'm curious as to why you wasted a slot for a Steadfast IO on your WP tank when you own in-set mez resist toggle reduces the magnitude of KB to 0 before it ever affects you (in-set KB protection has a KB resistance of 10,000%). The only things that could knock you back are things that use unresisted knockback, such as the Rikti bombs from invasion events.

I didn't slot in the set to get the KB protection, actually. I got it to inch my hitpoints and recovery rate up. I'm up to 3010 HP right now (and 4.10% recovery sans any outside buffs). I don't think I can push it much further; there's only a few accolade bonuses left for me to acquire that could push it higher. The +3% defense to all attacks is pretty good, too.
