  2. We don't have any explicitly hard numbers for anything yet, though I think Field Operative had something like 200% regen? I may not be remembering that correctly.

    but the way they talked I24 is probably hitting beta within the next couple weeks.

    Also, I think Drain Psyche got a raw deal. Does it give any kind of bonus for hitting nothing? Or does it require targets like now?
    The absorb will be enhanceable.

    They already admitted that Drain Psyche is ridiculously good.

    Also, on the high end, you can go for Spirital Total Radial/Radial Paragon or Resilient (Can't see a good reason for that tho) to push past the ED cap.

    It actually makes me -not- want to play my electric/devices blaster until the changes come.

    Sort of mechanical reason, sort of thematic. Snipes take so long because the idea is you're aiming the shot.

    Well, if you've popped 'aim', you already have, so you can just 'fire'. It makes sense in that sense. And nearly every blast set has an aim power so it's an easy and unique way for range sets to benefit.

    Dual Pistols is going to get it's animation times shortened.

    As for Ice and Sonic, Hawk said that once I24 hits they'll monitor to see if the sets are still underperforming. They will still be getting the range boost to select powers, but if they aren't up to par with the snipe sets then they'll get looked at.

    Sorta. Not -all- of the powers are just getting regen/recovery slapped in. Each power gets -some- sort of survival mechanic added, but not everything is strictly regen/recovery. Like chilling embrace gets an absorb shield
  11. Nearly every manipulation set gets *1* power revamped that adds some form of survival mechanic.

    Like Cloaking Device is now 'Field Operative' which boosts regen and recovery.

    Drain Psyche wasn't touched.

    Touch of Fear = Touch of Beyond. Big recovery buff (does not stack)

    Common theme, for the most part you don't need to stack recharge, a 'baseline' ability of the archtype.

    Blazing Aura = Cauterizing Aura, every time it ticks it heals you for a small amount.

    Chilling Embrace = Frigid Protection. Ticks less frequently but it's range increased to 30 feet. Slows them. Every time it ticks it adds an absorb shield to your character (3 sec duration)

    Cloaking Device = Field Operative.

    Lightning Clap = Force of Thunder. If you don't use it near any enemies, stillg ives you buff. When you use, adds a regen and recovery buff.

    Conserve Power = Energize, similar to Electric Armor and Energy Aura. More about regen/recovery, less about upfront heal. Smaller upfront heal, bigger regen.

    40 and 50 range attacks now have a range of 85.

    I might today, either during the live or just the recording. Dunno, just back from a trip to pittsburgh last weekend and feeling a bit burnt out still XD
  14. Yeah, whether or not you feel the changes are necessary we know that changes are indeed being made.

    And it's pretty much a certainty that any changes will improve performance, so even if you don't think they -need- the boost, it just means they'll be that much better than how you feel they already are.

    it's a win-win either way, some people just like to be spoilsports :P

    The Blaster AT will new accumulate a universal damage buff proportionate to the amount of XP debt they carry. They will also have an option to turn off Patrol XP.

    The multiverse in CoH is pretty much like Sliders. Parallel earths with divergent timelines based on different outcomes of events and choices. Sometimes small things, like everyone's eyes are a different shade of blue, and sometimes big things like the Nemesis finally succeeded in his plan and wiped out the earth leaving nothing but automatons and his body in a coffin.
  19. Time lords can trigger a regeneration from natural causes, but a fatal harm will almost always trigger it (Unless it.. "happens too fast" apparently? My only sticking point with 'Turn Left')

    Romana's change has never been totally explained, it was really Douglas Adams being funny but no writer since has ever elaborated or expanded on it. Some speculation is that Female timelord were able to choose their regeneration while males are stuck being totally random (assuming the regeneration is self triggered instead of recovering from fatal injuries)

There are a number of ideas that were planned or sketched out, some even designed and developed, yet will never, ever see the light of day in City of Heroes because the developers have their own ideas and projects that they're planning, sketching out, designing and developing. Some things will be abandoned for various reasons, some things will see the light of day.

    Something from a developer that has long been gone from the company is pretty much dead in the water.
  22. Actually, it wouldn't surprise me if some of Penny's ramblings ended up as inspiration for some of Night Ward, I mean we have Glowballs (animus arcana) and actual Black Knights.

    And she is a psychic. Her 'self induced' psychosis code to escape the horrors of the asylum could have been subconciously inspired by all the supernatural horror manifesting -in the same area-. Remember, Mother Mayhem's nut house is in First Ward and thus Night Ward.
