[/ QUOTE ]Actually, it is possible, but the flag for an individual aspect is "unaffected by buffs or enhancements. Thus, all those heals with enhanceable toxic resist are flagged as "unaffected by buffs". -

Maintenance fluctuates with Daylight savings changes on BOTH sides of the pond.
The complaint was that maintenance SHIFTED an extra hour ON TOP of the 'apparent' Daylight Savings move.
We're used to six months of the year being 11pm maintenance, and the other 6 months being 1am maintenance.
It was horrible to have a week of 10pm maintenance (and it was for more than a week -- it reverted back to 'normal'' 11pm maintenance yesterday).
As for this assertation that it's a US-centric game, that's not very cogent. How many people are put out by the current 6am/9am Eastern/Western time-zone maintenance windows, and would be 'adversely affected' by a 8am-11am window instead -- not many!
Japan is in the same timezone as us, and I know quite a few Japanese players, and there are the New Zealanders who are an hour ahead of us, who would be spitting chips at 9pm shutdowns.
My request was to move maintenance back to what it was, or perhaps a bit further, not to shift maintenance to 10pm USA TIMES.
Gotta love the 'someone elses problem' attitude a lot of unthinking people have.

For three years, maintenance has been 12.30am in summer, 10.30pm in winter, with a week or two in between at 11.30pm, due to the different changeover times for daylight savings.
Maintenance was recently starting at 9.30pm. This was the point in Troll's original post.
That cant be explained by US DST changing its start time, can it? Maintenance time was actually moved.
Aett - I cant say I agree with your reason against staggering maintenance times.
For the bulk of the playerbase, it doesnt matter whether maintenance happens at 9pm or 1am their time, because they aren't playing then anyway!

Currently, it's DST in the US, but still Summer Time in Australia.
Normally when it's not Summer Time, Maintenance starts at 10:30 PM However, with the clocks in the US moved forward one hour, maintenance time starts 1 hour earlier. Therefore, 9:30 PM your time. Simple math, people. -

7 of those powers are basically the same power with just a differnet animation and nothing else. thats a pretty small pool of powers for a buff thats in every heal and heal/acc IO set

Incorrect. The bonus is not limited to power that only heal. Aid Self, Aid Other, O2 Boost, Siphon Life, Life Drain and Dark Regeneration and many others get the buff. Twilight Grasp and Transfusion should, although they are a little wonky about it due to the pet summon. The only powers that don't get it are those with a resistance component such as Healing Flames, Reconstruction, etc. This does have a side benefit, which is that the healing of those powers cannot be debuffed.

Interesting though you do the Percy arc on Croatoa for the "Origins of Power" badge and after 1 talk to mission he gives you his number. She won't give up her's even after completing two different mission arcs.

Pretty simple, really, have the City Representative who gives the cape and aura missions give you her number when you accept the Cape mission. I know I find it somewhat annoying to, after I've gone through the series of Talk-tos, including the one with Justin Greene in the [censored]-end of IP, have to go back to the city rep to unlock my capes. Especially since the cape mission is usually for me 200 yards from the Steel Canyon tailor. And then we don't even have it for the aura mission, so after you get done sweeping Crey's Folly, you have to hike back to AP again, rather than just heading to IP and setting up your new costume.

[/ QUOTE ]Yes, because BABs has stated it's a "state-based animation engine". Basically means that any power, if it is to be used in more than one "state" needs a separate animation for each "state". Brawl now has animations for Shield, RH weapon, LH weapon, RH Weapon + Shield, Two Weapons, as well as 3 times that for Male/Female/Huge, then twice that for Flight/Non-flight. -
Aye, but if Tanker and Scrapper ElA had a DP clone (Let's call it Electro-heal) in place of Conserve Power, can you imagine the hue and cry from Villains? They'd take "Devs Hate Villains" to a whole new level!

Actually, I'd like to see ElA's Powersink (and only ElA's) get the Energy Drain effect. Or replace CP (on both) with a DP clone.
CP is completely redundant with Energy Drain/Power Sink, and if replaced with DP, would be used much more.
Unfortunately, wholesale power-replacement is not fondly looked upon by the playerbase and very rarely used by the devs (see Grav control, losing Fold Space as Tier 9 for Singularity. That's the *only* one that's ever gone through, and it was ages ago, Issue 1, IIRC). -

A Fire/Fire/Fire blaster will have 30% S/L resistance from their APP shield. A Fire/Fire/Fire scrapper will have 35% S/L resistance from their set shields. What exactly is it that amplifies the Blaster's risk -- that additional 5% resistance the Scrapper gets? Or the does the fact that the Blaster can attack from range some how make it seem 'riskier'?

Anyway, I'm not going to spam a self-heal every 30 seconds just to have mez protection. Also, this set is light on defensiveness, yet will garner more aggro without taking taunt than an ice tank that took taunt.
Finally, mag 7 will KB anything shy of an EB. I like the concept, but the execution needs a lot of work. -

Also, it's not really that different than Active Defense. The problem is more that the Endurance scaling cost from a heal and low duration of effect would probably make it awkward.

However, the problem with that is it starts at 30s recharge, 45s duration. As it stands, this set will be a bigger end-hog than a Spines/Dark scrapper. If you want to do a PB-type mez protection, it should all (or most) be on the one click, have a longer duration, and a better-scaled end cost than this one does.
Although I *love* the idea of having KB protection from level 1. I might suggest putting the sleep/stun protection on the toggle that has hold/immob protection, then altering the heal to be more like Integration on end cost, heal scale, and recharge time, as well as resist duration.
(I do see why you put the sleep/stun protection on Downpour, thematically it's like O2 Boost, but I think it is just not a workable method for a tanker/scrapper/brute/stalker.)
I might also suggest giving storm barrier a more exotic mez protection. Perhaps some Confuse protection, because control of something so chaotic as the weather allows you to shrug off attempts to instill chaos in your mind, or something similar? -
