No, he's exactly right.
I'm mostly a PvE'er and a badge hunter. But on several occasions I've ventured into PvP zones and enjoyed them... for awhile. I actually got very good indeed in RV. But inevitably along comes some poo-monkeys who really ruin it for me and I leave the zone for a few months. Then I'll come back to PvP, because it really can be fun... only until another jackass ruins it once again.
The so-called PvP community in this game pisses and moans and complains that the PvP zones are empty, while at the same time behaving in ways that insure they stay that way. -

Right there is something I hate about PvP. PvPers called PvEers carebears. I don't know why but I just hate when PvPers say that like its a bad thing that some people don't like PvP.

The term "carebear" is nothing more than a crude ad hominem. And anyone who studies rhetoric will tell you that name-calling is primairly used by those who either do not have a valid arguement, or are simply unable to articulate it. Generally, the former is far more common.

And I never understood the reasons for badge hunting after I got tired of it. Badges do ABSOLUTELY NOTHING for you. At least in games with loot, the loot does something for you obviously. But the only "loot" or collectible things in this game are badges atm, until I9, and they do nothing for you. The only badges that actually benefit you are gladiators, but gladiator PvP is a joke. I can never understand why people badge hunt unless they are getting the accolades. The obvious is of course obsession, but do these hardcore badgers really ever step back and look at the uselessness of these badges?

Let me ask you this: What, exactly, does one more zone PvP kill get for you? ABSOLUTELY NOTHING.
Just because you personally are tired of something, that doesnt make it useless. That does not mean it does absolutely nothing for someone else. If someone else enjoys getting the badges, then that enjoyment does something for them. Indeed, if you look at your life in general, this entire game, start to finish, does ABSOLUTELY NOTHING for you. So why do you play it? Enjoyment? Good answer. And some of us enjoy badges. Fortunately, my enjoyment of badges does not require you to understand it.
For me, badge hunting is my end-game content. Zone PvP has the potential to interest me, but every time I try it for any length of time along comes some poo-monkey and its back to farming for the influence badges for me. -
One thing your guide might mention is how to unlock the supercomputer. This is an SG badge that is obtained by mentoring others. Unfortunately, I don't have any information on how many hours of cumulative mentoring are need to earn this badge. I was kinda looking for that when I stumbled into your guide. Some of those unlockable SG badges have OUTRAGEOUS requirements, so this is not a trivial concern.

PvP rewards are very easy to farm. One recipe chance per PvP point? "You stab my back and I'll stab yours." 100 point rep badge? Meh. Takes an hour or so. Much shorter than a CoH story arc. ANY sort of PvP reward that I can think of would either be very easy to farm or else it would be so difficult to farm (1000 point rep anyone?) that it would become nigh impossible to obtain without farming it.
On the plus side... it would virtually eliminate PvP zone whining...

So I can carry around 30 metric tonnes of titanium, alien artifacts, arcane books, jars of steaming entrails, trinkets, chotchkies, techno-doodads, and something like 1200 pieces of refined components (enough to create scores of gigantic power generators, machine guns, robotic surgeons, and many other types of massive equipment)...
... but I'm limited in the number of bits of paper carrying recipe instructions I can have on my person?

As I understand it, the Flashback System, as it was originally conceived, contained several bits of functionality. Over the past several issues most of it was actually implimented. The auto-exempt for Task Forces is one example. It just wasn't called "The Flashback System."
The only part not implemented was the ability to go back and do story arcs that were outleveled. Of course, this is the part I'd really, really like to see. Why the devs decided to not implement all of it is a mystery to me. The "Flashback Story" or "Flashback Issue" is such a staple in the comic book genre, it always seemed like such a no-brainer to me.
But then again, I'm baffled as to why the devs thought stalkers were such a good idea. -

Not quite true. Brainstorm said, "a Flashback system is simply not something we can implement in a timeframe you would all be happy with." This does not mean that it will never be implemented, just that it will not be done for I9. Perhaps never, but if enough of us ask for it, perhaps eventually. -

I think that most of us are assuming that the most rare recipes will also be the most useful or powerful recipes as well.
I think that most of us expressing concerns about our 50's not having access to story arcs are thinking about how to best min/max our favorite characters using the new IO system. But not allowing us access to the most rare parts, and therefore the most powerful complet sets, is a non-starter for most of us.
At least this is what I feel. And I'm guessing/assuming/reading between the lines that others feel the same way. -

Lady A,
Thanks to the Elite Boss change to missions, it's now fairly easy to solo a TF. First, gather a minimum-size team for the TF you want to do. Start the TF. Have everyone quit the team except for you and one other character. Have that one character other than you log off. Now you can run the TF solo with appropriate difficulty spawns. As long as one other character remains on the team (even logged off) the TF can be completed.
If you're in a SG, you'll probably find someone with an alt they'd be willing to keep logged off for a day or two or however long it takes for you to finish the TF solo.
Just an idea. Give the kids a hug for me. -

And this little bit is why so many of us who have been here the longest are having problems. As has already been stated. My main hero, my lvl 50 who I have continued to play almost two years after he reached 50, cannot get any of these parts. Unless I (A) just buy them, or (B) roll an alt to farm Story Arcs for them.
May I suggest an alternative?
Why not just allow 50s (who exempt down to the proper level) to have access to those old story arcs they have outleveled? True, my main has completed most of the arcs that were in existence when he was growing up, but there are several others that were created after he reached 50. I personally would be quite happy to get the chance to do these arcs for their souvenirs, and for the Inventions System parts as well. I believe that this solution would make most of us long-timers quite happy. It would also quell the predictable-and-currently-rising outcry that were hearing now.
Another alternative:
Data mine. If I have completed 20 story arcs on a character, then the next time I log him on, he gets 20 Invention System parts appropriate to those arcs. Since arc completion = souvenir, this might not be too difficult to do. (Hopefully not, anyway.)
But given a choice, I personally would prefer the first alternative.
EDIT: Of course, this all has been addressed. But I'd STILL like a flashback system to come out in I10 or I11! -

Anyone can get an interview with a game designer, sit there for an hour or so, and get them to say all sorts of things in response to specific leading questions. Then you can use clever editing to take comments out of context and throw in dramatic sounding music to make it appear that the person interviewed is saying something very different from what they actually believe. -
