Quite frankly you are wrong.
ST damage is quite viable in 95% of the game. The only part of the game that ST damage is not strong in is the top tier steamroller groups.

The HP increase is so sets like WP/Regen/IA and any other sets that might have a +HP power can actually get full use of the powers in them and I see no reason to deny those sets that ability.
While your AS idea sounds good there would still be problems actually landing one although with the proposed defense buffs there would be less chances of getting interrupted, interruption is still very likely to happen especially in a teamed situation where the enemy mobs throw out dot fields. -

1) AV encounters make up a fraction of one percent of the entire game. Stalkers have no role throughout the entire game.
2) Even if AV encounters were orders of magnitude more common than they are now, being able to drop their mez protection after a successful AS is not enough to keep stalkers from mediocrity (I will not say uselessness).
3) AV's, even as uncommon as they are now, are jokes to fight against. Giving us a special tool to allow them to be mezzed isn't contributing much at all. At best, it allows AV's like Statesman to be mezzed before they can hit Unstoppable, but lapses in Assassin's Strike due to misses or other unforeseen circumstances negate even that benefit.
Have you had enough yet? Sure, I'll grant you, it'd be funny and interesting to keep stabbing an AV to let a Dom keep them mezzed. But it's just - not - even - close - to - enough. Comprende?

The scaling would work like this. The AS damage component stays exactly the same as it is now, fully enhanceable. Then add another damage component that does the if-check against enemy rank that does not accept +dmg/enhancement. This keeps peak performance from becoming too broken (such as stalkers being able to three-shot AV's) while preserving theme and functionality in the majority of circumstances.
With some work, this idea is very feasible.

The appeal of Stalkers is the strategic and tactical feel of the class which is why I gravitate to similar classes.
Stalker don't need an overhaul, because even with one, they would still be the least played archtype by a wide margin. Some view the toys and stealth as gimmicks while others like me relish in using these toys.
A big reason why some people just don't understand how awesome caltrops are. Either you understand or you don't.
These proposed changes hit all the good spots. A big plus for sets that utilize +HP, more single target burst damage to continue the tactical feel of the AT, and the ability to leverage crit. -
I remember when CoV came out, I was infernally convinced that you could only equip one pet, and could only have one set of pets out at once on a Mastermind.

I even said so in my original post on the subject that yes, it is an impossible desire. That's why I'm quite confident stalkers will never be 'fixed'.

... the Placate bug doesn't exist in PvE, with the possible exception of lingering -recovery debuffs (I honestly don't know - it was a bug when electrical melee first came out, but that was ages ago). The Placate bug in PvP shouldn't be difficult to fix; the devs merely refuse to. -
By all means, show me where I have suggested anything of the sort.

Fact is, you can't. You can't because I never said anything like that, and you bloody well know it, and are therefore acting incredibly disingenuous. I have suggested only that bosses be buffed to the point that single target damage becomes useful. That is not a 'nerf' for AoE damage. AoE can still fry minions in a crowd, which would still pose a significant threat en masse. AoE can still injure lieutenants and reduce the time required to kill them. Again, far from a nerf, my suggestion is a positive one: one that benefits stalkers without harming other ATs' ability to cause damage. In other words, it's a complete 180 degree twist on your willful misinterpretation of my suggestion.
And just to top it off, turning AoE to schedule B is an even worse idea than the PToD shutdown, because it somehow manages to help stalkers even less than that sad little idea. -

Yeah, that sucked for anyone who wasn't a stalker. Instantly killed by a guy you couldn't see until he killed you? What brain trust thought that would be fun for anyone but the one doing the killing?
The way PvP was shoehorned into the game is probably a pretty major regret for the dev team. If the game had been designed with it in mind, maybe it wouldn't have been so unbalanced. Just the way a lot of the powers work alone makes it aggravating. Getting caught by Telekinesis on a scrapper or tank while not having 3 Breakfrees on me was one of the most aggravating things in the entire game for me. You were held for as long as the person holding you had endurance, or until you were dead (almost always the latter).
I don't think PvP itself is regretted, just the way it was crammed into the game as an afterthought. Though they did save themselves by not allowing open world PvP. Given this game's player's general attitude toward PvP, open world PvP probably would have been the death blow 5 years ago and we wouldn't be having this discussion now.
But after the one shot nerf, I still felt PvP was fun on my stalker. It required more finesse, and usually the harder targets were much harder afterwards (especially the bunny rabbits with stacks of respites), but it was still insanely fun and addicting.
Stalker on stalker combat was always incredibly entertaining too. I'd always devise these elaborate traps to ensnare the other stalker. S/he would always do the same, and I'd do my damndest to spring the trap and still get my kill.
