Well yes, thats what I was referring to thuogh. My Kins with Repel can pull the Aggro off of Tankers somtimes ...so that's what I'm saying, Brutes should get Repulse and then can use it instead of having to always take Taunt(maybe even allow it to be slotted for Taunt duration like tanker AoEs are). ...give the Stalkers the Cloaking power with the DEF buff that doesn't suppress.
But MAINLY, give EA Brutes the Typed Defense numbers that will put them Above all Stalkers, even stalkers who take Powerpools for extra DEF. Wanting to remain "under" the radar while standing in the middle of the fight and attacking is just stupid and anti-conceptual, your Stalker's DEF should only allow him just enough time to retreat behind something and break line of sight while your teammates regain aggro control. I do it all the time. But overall, a second layer of -PER right in the secondary would still be a useful "utility power" for a stalker too, not just another DEF buff that they shouldn't need anyway if they're playing correctly and letting other folks work up aggro(instead of making a 1/2 dead boss really PO'd at them as soon as the fight starts. ) -
15% is nothing to sneeze at, atleast post-I5... S/L is awfully low, but nothing you can't patch up with Weave and whatever else you get.
For Stalkers and Brutes though... atleast in PvP anyway, it *feels* like SR and Nin Stalkers have more DEF to EVERYthing than */EA Brutes... infact they(SR stalkers) seem pretty similar to, fighting against SR Scrappers, atleast to me... EA stalkers... though fairly uncommon, didn't seem to have any less DEF than the EA brutes I've fought. ...But then I run builds that can see these stalkers and start attacking them before their Hide and Stealth is dropped. One of their sheilds seems to give extra DEF against my Repel as well when combined with their Hide AoE defense.
I guess what this all means to me is, EA Brutes, even after I7 changes DEF calcs, will still be behind the game. They should really get their bread and butter utility powers(Drain, CP) earlier before Stalkers and move the rinky dink Auto-Powers up the chain(and boost their Bases some).
It's also a little silly that Brutes get energy cloak and Stalkers get repulse... isn't that just being contrarian? -

My PvP-Builds with 2 ACC's in every power and several To-Hits in buildup have wiffed on these Night Widows enough times that I only hit when Streak-Breaker code intervened. I've never caught the animation of which DEF powers they use, or if they use any (could be an Inherent stat like rikti Drones ... in which case, SHAME!!, BAD DEVS, *hits one with a rolled up newspaper*) but perhaps a Defense power that's already pretty generous; getting a Boss-Class Modifier on it, coupled with Smoke Grenade (also with a Boss-Class Modifier on it) could be filed under "broken". ...just maybe

How about hounorary Reps? I mean if Cuppa can work with you guys near the Bay from Texas then the right volunteers could probably do it too. All they'd need are the XLS power spreadsheet files ... which really, we'd ALL have access to if Statesman wasn't being such a tightwad about Stats...
Blizzard did it and it didn't hurt them one bit ... eventually people were going to get that information anyway. And in a number of cases, it prolonged the life of the game for many people.
It sounds like the problem at Cryptic, is a slow rate of information sharing and it gets buried when it does get shared. So us forum people aren't the only ones experiencing frustration over this. -
Here's my Idea: Targeted AoE Range-Debuff ...Like hurricane, but without the knocking-stuff-around part.
Only thing I believe fits the premise of a Black Hole... IE: energy can't escape it -

Yeah, you're my favorite hero group to farm in CoV. Seriously, Wyverns are even easier-meat than Family -- and the -ACC debuffs on my dark blasts are often enough to totally ignore most of those so called "armor peircing arrows". ...Pathetic. -
I'm both happy and sad at the same time.
...Happy that ALL of this got responded to(Except for Repel not having any ACC slotting still)
...and sad that so much of it seems so unfair. ...Esp PvP debuffs.
This concept that a Defender is only as good as the Taunt-Bot Tanker between him and the threats that come in from all sides in all shapes and forms makes me very sad indeed. I Play a tanker in PvP too and I can barely protect a Scrapper or Controller as it is, let alone a couple of Defenders. ...and let's not even get started on "Vigilance"...
I'm glad I've already started rolling some corruptors because I have no reason now to roll another Defender ever again if these are to remain the design philosophys behind them. NO COOKIES FOR GEKO -

Crappy excuse Jack! On the beta boards we were introduced to a whole bunch of new personel which we assumed were all there just for CoV. And You did indeed tell us there would be two live-content teams. If NcSoft's being stingy about Art resources, it's understandable. But since CoV sold at full stand-alone price instead of at "expansion" cost, it should be paying for it's own extra resources.
It seems what we got instead of 2 Development Teams for CoH and Cov... Is intead the same old people doing PvE and powers in both... And a new "lead designer" who does Bases and nothing else apparently. ...the only place where I see a distinction(and stuff actually getting done) between the two games is in the head writers' departments and the Web people(Cuppa, Alex, Castle) ...everything else seems to be moving so slow it's going backwards, especially for CoH content, Defenders, and Dominators.
That's not a "decision", it's lack of planning. -

Umm, yes they are and yes they can. ...there's nothing "social" about the same horde of 4-5 million BNET Kiddies who've always bought every Game Blizzard made since WarII... I know b/c I was one of them for over 7 years.
If you want a examples of progessive social interaction/cooperation in MMOs, then look at games like Eve Online, Runescape, SecondLife, Planetside, etc... Heck even the Modding Communities under FPS games have 10x as many hours a day in actual constructive communication between its players compared to WoW. -

And how about these Kinves of Artemis who always drop toggles with some kind of Stun that totally ignores Increase Density? The stun only seems to last 0.1 seconds but the fact that they're dropping our toggles 100% through multiple layers of Status Protection is something that sounds like a Bug to me.

What I'm wondering about, is if Knockdown "duration" increases with PB and can stack from the same Source? We know that PowerBoost increases the duration of Status effects, but what does it to do Knockdowns? It's stands to reason that it increase the Distance of Knockbacks and Knock-Ups... but does it also increase their Duration?
Example: Some mobs... especially large mechanical bosses like Clock Barons and Nem WarHulks will resist the first 1 or 2 Knockbacks from my Repel Aura while some Brutes in PvP can resist the KB forever. ...This leads me to believe that the Duration of a knockback from some sources Stacks but the duration is so short that you can only get up to a total-magnitiude of Mag-6 or Mag-8. For instance I teamed with a fellow Kin who also ran Repel and if both of us ran it against an AV or GiantMonster, we'd overcome their KB protection every 4 or 5 seconds and make them flop around which was a Pseudo-Hold and actually helped us defeat Lusca with only 6 of us there and only 1 death.
So where this questioning brings me too... IS: Could you increase the Duration thus Magnitidude of the Knockdowns that your Freezing Rain, Ice Slick, or Earthquake do, thus increase the Frequency that it knocks down all sorts of Mobs... maybe even Bosses, AV's and Giant monsters?? And what the hell does slotting a KnockDown power with KB enhancers provide exactly if the only thing they do is increase Distance(According to I6 patchnotes)?? -

For clarity: When people think Target-based power, they should just think "MbAoE" and "PbAoE"... Transfusions, Burn patches... But Geko confuses the issue by listing Ingnite which is a targeted burn-patch. But he says there's a difference between targeted powers and summoned entities. Trip mines for example aren't affected so it would stand to reason that they are considered "unbuffable pets" or stand-alone Entities because they run an AI script once they're created.... same for Lightning Storm, Voltaic, and Tornado even though you can't target these entities in your reticicle...
But these "pets" should already be benefitting from the "buffs" that you pass to then directly through their Slotting(If they aren't, /BUG IT!). And so should the Targeted powers. The difference is, the Targeted Powers should also recieve the Buffs that their Creator had on at the time they were created. And the reason these are Not passed to the unbuffable pets is that those Ai-driven Entities typically out-live the duration of their owner's Buildup/Aim and most +DMG buffs and it could be situationally over-powered.
But this change to Targeted Powers also coincides with their plans to remove all auto-hitting powers which damage...which they said is to help DEF sets but conveniently enough also closes a number of PL loopholes...
