Rather than "risking everything" by granting permission to edit ANYTHING AND EVERYTHING in an SG base by a Global Permission ... instead you could designate *some* rooms as "sandbox rooms" where people could experiment and LEARN how to use the Editor without risking the entire Base being given over to a Griefer.
The Mass Appeal of Base Editing is THERE ... it's just that the security system to preserve that which should not be destroyed is totally inadequate to the task of offering reassurance to people who "control" the editing of Bases now.

So my point. Every time someone starts out their post/premise/idea with "I know only a small part of the community will benefit but..." they are shooting themselves in the foot.
How many people in your group are base builders? I can say that in a group that is now down to 15, only 2 are. Before, when we had 30 members, the number was double that in my group: 4 players.
The numbers get worse for large groups, where it might be 3-4 of 150 characters (possibly only one player) allowed to edit bases. Does that show "mass appeal"? -

Have you already earned 3 respecs from the villain respec trials? If so, then no you can't earn more from Terra Volta.
Rogues & Villains redeem respecs in the Rogue Isles.
Vigilantes & heroes redeem respecs in Paragon City. -

I can tell you from my time with the City Scoop, working with the Community Reps, and a couple of betas the following is happening:
Players are giving the information to the community reps who are bringing it up in the meetings. So, yes, this is being done. - Do you have a contest idea that could attract more players to base building?
- Would you open base construction to more players?
- How about sharing a tip that you found useful while base building?
- Would you be willing to host tours of your base?
- Can you say how many of your in game friends would make a personal lair?
- Would seeing new textures for floors/walls/ceilings show that the developers are working on bases or would that just get you more upset that some other aspect of bases was ignored?

Okay to put things into perspective here, I have one scrapper that has made an uncommon musculature boost. After talking to a few friends about my build, one of the builds suggested had a strong suggestion that it would be better to use the nerve tree. Another build came with the suggestion that any Alpha would work with it. If I just relied on the one build, I'd have to start over. I don't know if anyone in the EU servers collide, but I've minimized the chances for a collision. Oh, and my second account is frequently inactive. However I don't think that should be much of an issue. -

If you couldn't get a hold of the CoV CE in game goodies, I've been trying (unsuccessfully) to convince NCsoft to release a booster that had all the in game stuff from both CoH CE DVD and CoV CE DVD. I've been doing so even though (and because) I have both add-ons already.
I think I've might have seen the AE edition once in stores, and I only found the Going Rogue box because I specifically pre-ordered it.
As to marketing, I can tell you from experience that outside of the US, the game isn't really marketed at all. And even there a succession of bad deals has usually come back to bite the game.
The Good Vs. Evil Edition was initially an exclusive deal with Wal*Mart USA (not Canada). For 6 months the complaints were resounding on these boards.
The Architect Edition could barely be found, even up to the time Going Rogue came out.
The Gamestop promotion was a nightmare and I think Gamestop got more out of the deal than Paragon Studios/NCsoft out of that one. -

I've been a long time advocate of taking every single meta-game badge and moving them to a separate list, just like Super Group badges. Super Group Badges don't affect a player's total, neither should badges that denote out of game player activity. There's no little asterisk there that leads to a statement saying "except for veteran badges".
A badge is a badge is a badge.
- Veteran Rewards.
- Anniversaries.
- Event Login badges.

I just hit 1,200 with the Conspirator (villain version of Partner) tonight. This is the last badge (short of Bug Hunter) that I can get before my next vet badge, the vanguard bonus, or Issue 20.

People can't buy add-ons (costing NCsoft money), renew their accounts (costing NCsoft money), or change credit cards on their account (costing NCsoft money in "bounced" charges). All this for security that is more onerous to legitimate users than it is to someone that is trying to hack an account.
