From any official source? Virtual nil. However, there are reverse engineering efforts underway to replicate the API that the communication protocols between the client and the server use by multiple people, so it wouldn't surprise me at all of at least some base level of functionality is obtainable.
In the much longer term, I'm hopeful that some sort of site or service like gog.com can serve as the clearinghouse for abandoned MMORPGs. City of Heroes itself was run on virtual servers; there's no reason in the world why someone couldn't operate a relatively inexpensive server farm to host a bunch of VMs running games retired by their respective companies.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

I'd kill for offline access to the game. Yeah, wouldn't be nearly as fun and a lot of content couldn't be played or even started, but still, it would be nice to have. Even just the costume creator would be nice to have.
Well, if you had server controls, you could probably start team content.
Additionally, there's nothing to stop you from multiboxing to start things.
And I'm sure our various videographers would go WMD for access to film.
Can anyone speculate on the chances of an offline version of CoX materializing somehow?
While an offline version doesn't restore the community we have, it would still give something back to the players.
