Also, I was redside on Victory today soloing on a lowbie villain (according to team search, just my one lowbie and about eight villain 50s running about). As I was logging out for lunch, a Rikti invasion triggered in Port Oakes. If it can happen on Victory redside, with less than ten villains online, it can still happen anywhere.
