Emu?
Reversing ED with the game in its current state would make it boring. A full team of T4/+1 Incarnates can curbstomp any non-Incarnate content in the game. Archvillains and GMs already go down in seconds. Reversing ED would double our power in an instant. The highest difficulty setting (x8/+4) would be unplayable just because of how boring it would be. /unsigned.
That aside, TonyV and the rest of the CoHTitan team is working on very tentative and early plans to save the game in such a manner. See this thread.

Any EMU will attempt to present an as up to date version of CoH as possible.

The beauty of server emulators is that you can grab a copy of the code, edit out the bits you don't like, and host your own. So, if you want a Issue 4 server with no ED and PVP enabled in every zone, well, you can open your own and play with those who share your viewpoint.
But I bet a central community server (possibly hosted by the Titan Network) will be as close to the current COH implementation as possible.

Is anyone planing on working on an EMU? The EMU for SWG is very successful. Hopefully if one gets going for CoH it will be pre-ED. Vanilla CoH was great.
