When you say teleported do you mean it just cuts and you're right back where you started? That sounds like lag. You probably want to wait for more of Stage 3 to download.

The game downloads in stages. This allows you to start playing as soon as Stage one is downloaded, while it continues and downloads Stages 2-4 in the background. Stage 4 is huge though, and you may need to force it to actively download instead of background download. To do so, start the launcher, click City of Heroes on the left, then click button in the lower left.

I tried letting it load til stage 4... its now downloading stage 4 which is everything beyond the tutorial. So tutorial is completely loaded.
I tried the /synch command...
The same thing is happening

i'm not going to get more specific since networking isn't a focus if mine and i'd rather not give bad advice. (Or advice that is completely irrelevant to your setup, which is more likely to be confusing than useful.) i would suggest asking in ALL ACCESS: Gameplay / Technical Issues & Bugs.

If it helps, we normally call this Rubber Banding and it's usually caused by connection issues between your PC and the game servers. If it keeps happening, then post in the other forum as per the recomendations above.
