Seems like your damage is so far over ED its wasted, while your acc is very low....not sure how thise plays out for you. Also won't be anywhere near as survivable as /sr. Looks like you might have end probs as well to me on paper.
I changed some of the IO sets around to bring S/L to softcap, 45.62% with Hide suppressed. It will still have enough recharge to run the SB-IS-AS-SC-SB-IS-AS-CU attack chain. If you use Ageless which I think you will mainly for the end recovery, the recharge portion will make Energize and Hasten perma.
As for Lore and Judgement, those are always just personal preference. I remember players preferred Cimerorians, Warworks, Longbow and Carnival. Judgement, Vorpal Radial for the extra defense if you feel you need it; Void can help mitigate incoming damage. Pyronic, Ion and Cryonic for mez.

Cimmies are getting nerfed hard in i24 -- about a 20% damage reduction. As they were always only good single target, and you are a stalker, I suggest something like Rularuu or Storm Elementals that does more AOE.

I tried to make a electric armor version as close as I possibly could without gimping the offensive abilities, but I feel that I've hit a standstill. I feel a little lost as far as picking incarnate powers for Destiny as ageless should let me hit permahasten and keeping end costs down, but barrier would help push me just a bit more towards hitting the regular softcap fpr smashing lethal , while also adding a nice bit of DDR.
I know that the assault hybrid is the best for maxing out dps but this is something I feel I can give up as for every two minutes I can become nearly S/L softcapped at 42% and pushes everything else into being softcapped with a small purple.
I couldn't find what I needed for perma energize but seeing as that and support hybrid gives a end discount I wouldn't mind that being perma as well for the large amount of regen it provides. I doubt it but if it is perma with what I have and the discount large enough I could see dropping power sink (HERESY!) for Vengeance and slotting another LoTG 7.5% to bring the build into permahasten without relying on incarnate powers (other than the support hybrid) I do have energize listed as on so do keep that in mind just in case it isn't actually perma.
I don't have anything +5ed but if it's the difference of something big happening or not, I'd do it.
