Do I need Aim?
You *want* Aim. It provides a significant damage buff in addition to its to-hit buff, which is important since blasters tend to rely on burst damage.
What hope said, but as for your original question, yes targeting drone could provide enough to-hit on it's own for perma-snipe (might also want kismet, to at least get you there earlier)

You'll want Targeting drone AND the Kismet Unique. Testing on Beta required the additional use of the Kismet to get my Ar/Dev there.

I'm a blaster noob, been playing scrappers and brutes. I made an energy/devices blaster and I'm wondering if I take targeting drone, should I skip Aim? Will targeting drone be enough in i24 to give me perma snipe?
