Would this be a good idea or no?

Most cases, not a good idea. Every NB/Kat player should have enough recharge to run their attack chain without relying on the randomness of the FF proc to achieve it for them. It really depends on the secondary. Getting powers like Fiery Embrace, MoG, Dark Regeneration etc to recharge at a quicker rate would be a bonus.

What I gather from your question you are asking about if the proc will work well after i24 in Soaring Dragon correct?

You'd be looking at a proc chance of ~20%, depending on how much recharge is slotted in the power. Not worthwhile, IMO.
