Chance for +End vs End Mod in a single slot superior conditioning
I'm not sure which has the higher over all return but I can say one advantage the proc has over just +end is that even if your end recovery is floored to zero the proc will still return end regardless.
That doesn't necessarily make it better overall, I just figured it wouldn't hurt to mention that fact.

If I recall correctly, the proc will net you ~.2 end/sec recovery over the long haul. Not guaranteed, but averaged across time.
According to mids: a lvl 50+5 End Mod in superior conditioning will add 7.65 points to your endurance total, which will translate approximately to a .12 end/ second recovery improvement. That is if I'm reading things correctly. This is without any Incarnate powers modifying things further.

It's impossible to know absolutely without knowing your recovery rate, but in almost all cases the proc will yield more average over time. In fact, the average recovery provided by the proc is almost an order of magnitude higher than what you'll likely get from the boosted IO.
FWIW, though, I tend to prefer steady recovery over the proc in a toggle or auto.
Rangle : 5% of that is the base value of Superior Conditioning, so the value of the enhancement is only 2.65 maximum endurance.
IO: Known quantity and dependable. But recovery can still be floored.
Proc: Can give you back End even when recovery floored, but you can't "depend" on it happening (see: random is random).
Assuming you have 115 endurance in the first place (accolades, unenhanced Superior Conditioning, and no +end set bonuses), the Performance Shifter proc is worth .23 end/sec, averaged over time.
Meanwhile, if you have, say, 200% recovery (an IO'ed Brute with no +recovery powers other than Stamina and Physical Perfection will have roughly that much), the endmod IO gives you +2.65 endurance, and thus ~.09 end/sec.
So, for average benefit, the proc clearly wins.
The proc is unreliable, and can easily give you no endurance when you need it (but it can also give you three procs in a row when you need it). The endmod is reliable, but can be removed by debuffs. IMO, this qualitative difference doesn't particularly favor either, certainly not by enough to make me choose the one that provides less than half as much benefit.
In short: definitely the proc.
In my experience with builds having the ability to slot multiple PS procs (like in this instance - Stamina and Superior Conditioning) it feels like the recovery benefit is a lot smoother and more reliable.
What would be better? A chance for +end proc in Superior conditioning or a +5 boosted level 50 end mod (53% value).
I know +end works proportional to the amount of recovery you have.
