Please critque Elec/Shield build

Please give this Elec/SD build a look and see what you think.

Non-perma-Hasten, regular softcapped, expensive -- it's got all kinds of things on its wishlist, but still, looks pretty good to me.

I've capped my bonus sets at 35 for some exemplaring functionality (down to 32).

Looks good.

I'd make some little tweaks:
swap a end mod in stamina for a pshifter proc.
swap the heals in true grit for 3 numinas, including the +/+. This loses you 16 hp, but you get better regen and recovery.
Is the rech IO in jacobs ladder necessary for some attack chain goal? If not, I'd move that slot to health and run 2 miracles there.
I'd swap the multistrike in tstrike for a chance for +rech proc. You can always run some enh boosters on the purples to get the numbers where you want them.
I'd drop maneuvers for owtts, move the kismet to grant cover, move the steadfast to owtts, and put a glad armor resist into true grit. Net wash on end, you gain some exotic reisists, owtts is occasionally useful, and I don't think this build can really afford the end cost of maneuvers on its own. Another option if you really want to keep maneuvers is to drop tactics and move the gaussians to build up. Use lvl 35 gaussians and build-up's recharge will match lightning rod and shield charge.
I'd drop the jav volley in fireball for a generic endredux, and run a couple boosters on the raganarok d/r.

None of the above are really 'necessary' changes, more just how I'd approach it, another PoV.

I'll agree with everything EJI said, and paraphrase a little from what I said over in this thread: http://boards.cityofheroes.com/showthread.php?t=292918

While I'm not sure what all you're planning on doing with this character, I'm a little worried about [what *I* see as] the lack of End Recovery, plus the added cost to run Maneuvers to reach the softcap. (I pulled off the 45% softcap without Maneuvers and before Glad Armors became cost-effective -- Mid's link in above linked thread.) I suspect you'll be popping blue inspies or resting between mobs, but I'm not exactly an expert on Shield defense, either.

All those shiny purples for recharge and damage are costing you what could (probably) be Maneuvers-free defense bonuses, but then again, I wasn't building to exemp down, either.

Wow, thanks.

It's possible that I had accidentally checked off Maneuvers in Mid's (can't check until I get home), but I thought I had it turned off and was at the softcap (45.3 melee, 45.3 ranged, 45.6 AoE, iirc) without running it. I only took it as a pre-requisite for Tactics, which I took to fit in the Gaussian's set -- Maneuvers and Tactics were intended just to be a way to move the Gaussian's off Build up.

Does Gaussian's (at 35 or even 50) really have the same recharge as the two big hitters? I've always seen builds where Build Up has Gaussian's and recharges in something like 42-47 seconds and Lightning Rod & Shield Charge recharged in 35 seconds and thought to myself, "why mess up the beauty of synchronized "Build Up-Boom-Boom?"

I'll look at Jacob's Ladder again. I hadn't put together a specific attack chain -- with only 4 melee attacks that recharge on a normal timeframe, I just assumed I needed all the speed I could get.

Purpose of the build is general mayhem and "big-bada-boom," to quote the Fifth Element. The character, Daisycutter, is named after an enormous bomb.

No, you're right, I'm wrong -- sorry! (This is what I get for posting without enough coffee, apparently?) I've just seen enough builds that DID include Maneuvers to hit the softcap that it just looked like...ummm...yeah, sorry!

I'm with you on the synchronization: because I still like Focused Accuracy (and the Body pool), in my build I've got Gaussian's in FA, and I've got Build Up slotted with Adjusted Targeting: Recharge and To Hit/Recharge. With Hasten, Build Up recharges in 30.36 seconds, Shield Charge in 28.35, and Lightning Rod in 27.49. That's close enough for me.

Heh - I like it! And if you think it's going to be "endurance sustainable" enough for your purposes, go for it! I've seen a few of your recent posts -- you've just mentioned more shield builds than I've ever built, so I'm still learning.

all numbers for your build as posted above, with hasten on
LR rech: 27.54s
SC rech: 27.54s
BU with lvl 35 gaussians: 28.9s
BU with lvl 50 gaussians: 27.6s

Not quite as synchronized as I remember it but maybe close enough.

edit to add: it was early. i'd forgotten that a prerequisite was required for tactics, hehe

I also see I overlooked put an end-producing IO into Health (Miracle or Numina) and a couple of other things.

I've never used an ATO set before, but perhaps I could swap out one of my two purple sets for the Scrapper's Strike ATO set, which would give me a slight cushion against debuffs for melee defense as well as the crit increase.

Not sure how difficult it will be to round up the merits for it, though.

If you're willing to spend a couple of billion on the rest of the build, I'd say "forget the merits" and just buy a Scrapper's Strike set at the auction house. I just priced them, and the full set is going for around 150-175 million.

That's cheaper than a lot of individual purple IO's!

This is brilliant. I looked at doing that on all 3 purple sets (the Ragnarok, Armageddon, and Apocalypse) to push them up to the ED cap (which makes me feel better, even if the difference is small). That will let me put the Force Feedback +rech into Thunderstrike without losing any enhancement.

Then I realized I could do the same on the Obliteration sets. In an extreme case, I might also do it on the solo end reduction IOs (have to check what the payoff on that will be when I get Mid's fired up again).

Speaking of Mid's, is there a way to get the ATOs into a power? I looked at experimenting with Scrapper's Strike, but couldn't figure out how to add it.

There is -- right click the slot, left click the "Set" icon in the upper right corner of the pop-up window, and then the right column of the window should show icons for damage (or damage and knockback or whatever) and at the bottom of the column, the ATO icon.

Click the ATO icon, and then you have to pick between (in our case) "Scrapper's Strike" and "Superior Scrapper's Strike." Click one of those and then you get your choice of the six ATO's of that type.

All right, it looks like I might have been trying to put the Scrapper ATOs into an ancillary power like Firebolt, whereas they only go into primary Scrapper powers. Got it.

Okay, I've had yet another bright idea -- the sort of fundamental aha! moment that will make this build come together "just so."

Rather than boost the Obliteration damage/recharge IOs (to get the damage and recharge to the ED cap, largely to make myself feel better) I will leave them at base, because boosting all the level 35 Gaussian's set pieces that have a recharge component will put Build Up at the EXACT same recharge as un-boosted Lightning Rod and Shield Charge.

I might then boost the damage-only Oblit piece in each, just to eke out a little more damage (I think I only need +3 or +4 to hit the ED cap).

That means I can drop Maneuvers and Tactics entirely, and move a slot somewhere, perhaps put a pure end reduction in Firebolt.

Question: Projecting about +82 global to-hit (!), can I reasonably live without the Kismet +6% To-hit proc?

Hrm. I will rejigger a bit and post a New & Improved template soon!

Revised build. This one has an Alpha selected (but not activated when I saved the build) and all the passive accolades.

Big differences: added Scrapper ATOs, but that cost me some ranged defense, so I changed out the purple set in Firebolt for Thunderstrikes. Used boosters strategically here and there. More endurance recovery.

What do you think?

Last power pick is negotiable -- I can use any travel power to hold that IO. The daisycutter bomb was air-delivered, however, which is why I used Flight. (I think Shield Charge and Lightning Rod only work close to the ground, though.)

Not quite sure how to interpret what I've read about the Scrapper ATO proc. It looks like (when Superior) it adds 3% to crit chance (globally) against minions and 6% against bosses? Mid's had a somewhat confusing statement in the "list set bonuses" forum output to the effect of "36% GlobalChanceMod PlayerCrit." Does it add to the crit chance every (crit-capable) attack, or does it "proc" separately and only increase crit chance when it procs?

I like rolling crits.

This is what I have. I picked up lighting Clap because I think they are making changes to it in i24.

After looking at the builds and the links you start to see not much difference between the builds. Some variance but nothing game breaking as I see it. I think the big differences is when one player knows the nuances of a particular AT or power set. So that some players know the tricks of the trade that other players regardless even though they understand the game mechanics good enough miss those tricks. EG lockdown proc in Traps poison traps. The ability to place 2 Defense IOs in protector bots in robot mastermind to increase the bubble effectiveness they offer.
