There are no recipes for them.
You can buy them with Astral Merits and Reward Merits, or off the auction house, or pay real money to get super packs and have a chance of them.
For the most part the best way to get them is through the AH. Except for a few ATs (Scrapper and Brute mostly) they aren't that expensive so it's the easiest way to get them. Even for the more expensive ones it's generally easier to just farm some A-Merits, sell LotG IOs (or something else with a similar price) and use the cash to buy them as compared to the extreme merit costs or get sufficient super packs to get them luckily.
Don't forget you can convert them as well, and hope to get the one you need.

A quick note: ATOs are not IOs. IOs come from recipes and only become enhcancements after inventing them. ATOs are always enhancements, there are no recipes and can't be invented.
Another note is that they are Attuned, as in they level with you and are never out-leveled. The border of the enhancement stands for Attuned, and not ATO, so don't get confused when you see the enhancements from the Summer Event... those are not ATOs.

You can also get Super Packs using the Paragon Rewards system, if you are high enough.

I hate to put my ignornace on parade but i'll take solace in the whole, "There are no dumb questions..." line of thinking. How or where so ATO recipes drop? I've never received one from a drop since their inception. I discovered that you can buy them using Astral Merits but is there any other way outside of the Auction House and A-Merits to procure them?
