Ice and Fire are by far the best epic pools available to a Dom. Fiery Assault combos well with the Fire EPP, due to Embrace of Fire, however Ice is still good too. Ice just has a ton of nice powers, plus it has sleet. I almost always take the Ice EPP on my Doms, much for the reasons you listed, the def shield. Both for pushing up S/L defense, and for the LOTG slot. Once you add in Sleet, Ice Storm and Hoarfrost for a heal, Ice is just too good for me to pass up.
clearly Plant/Fire/Fire ... Ice PPP is fantastic no doubt, but when you have Embrace of Fire what you want is MOAR FIRE DAMAGE inlcuding Fireball and Rain of Firey Death from ABOVE! IMHO.
I agree with the suggestions above for the most part. I personally like Fire because Rise of the Phoenix turns you from essentially unstoppable to literally unstoppable.

Otherwise your controls should be keeping you safe while you destroy. I don't think I could give up fireball for anything, it's what I felt was missing during my whole journey to 50. I hit 41 and ended up going with Ice. I may still respec as I'm likely to reconfig some power choices, but my basic motivation was just having only 4 power picks left and Ice having most of what I wanted while having something I didn't feel bad about skipping (hibernate) whereas the other pools, especially fire, I wanted ALL of it. XD

Yeah was thinking the 2nd build idea too. Just not sure how much cash I want to sink into him if I want to IO out. Dunno yet!
And I took is as a kind of thematic pic too. He's a mage from an alt dimension and twists the elements to his will, controlling plants and being cruel tossing fire about, so adding ice rounds out the elemental feel of him nicely.
We'll see though, but yes fire is -quite- tempting. Still I wanted that LotG mule too, but this is my first dominator so I'll see how I like him once I get him to 50 and incarnate him out and if I wanna try a different build.
