I'll give it a look. what are you going for with this build? Surviving, damage, recharge, ect.? How will you be playing this build specifically so I have an idea on what to comment on.
I'm hoping to have a toon with survivability and damage in PvE. I don't PvP.
For one I would replace steam spray with aqua bolt and six slot it with thunderstrike. That will help with ranged defense.
Here is what I did. I stay at range and aoe/st from ranged with cones. Only melee for drain psyche. Ranged is at softcap, lil higher with enhanced blaster IOs and incarnates. Has hibernate for bad times.

Take off the accolade and its really low on defense. Not sure about that one.
