What AT is Water Blast "best" for?

Is Water Blast better suited for any AT over another? For example, Electrical Armor tends to get more leverage from Brutes because it allows them to hit the cap on Energy even being at 75% while the Tanker's extra resistance just overflows and the Scrapper is limited to 75%.

Also, same question for Beam Rifle? Got two ideas for these.

Additionally, could you explain why its better for that AT?

Corruptors do more damage (and have scourge), and get more leverage out of Dehydrate's heal because it's based off the character's HP, and Corrs get higher base HP. (But it doesn't matter at their HP cap, because they both have the same HP cap.)

Defenders leverage the debuffs a little better, but it's debatable whether that overcomes the higher damage, scourge, and Dehydrate.

Blasters, at the least, get a larger heal out of Dehydrate, from my understanding.

Really, it's a question of "Do you want to play a blaster? Or do you want to play something with support powers?"

Blaster is just too different from Corr/Def to directly compare, in my opinion.

If you decide against Blaster, then the standard Corr/Def arguments come into play. Neither gets any special amazing benefit from Water Blast, so just choose between better damage output or better support powers. That's it.

I don't play blasters, so left them out. I have no idea how this set would play with them because I have no idea how any set plays for blasters (the nuances between archetypes), because the highest blaster I have is still low-teens and hasn't seen a ding in like two years.

This sums it up nicely.

From a pure numbers standpoint, the Blaster will put out more damage barring outliers (Kinetic Corruptors anyone?) but there's nothing in either Beam Rifle or Water Blast that would override the AT modifiers and make it seem special. They even made the Whirlpool pseudopet mimic the AT modifiers.
