Do you have anything like LoTG's or Miracle uniques to hand? Or do they count in the billion? Things like that appear in everyone's builds but can quickly eat up a billion.

I don't know anything about KM, so if I can find some info about it I will have a look at a build. I know you can softcap /Energy pretty easily, and can probably i-cap and still get some good recharge on your budget.

Sometimes its easier to work a build out yourself and then post it for critiques. Im overseas and cant play at the moment, but I have worked a few builds I would like to play when I get home. I just used the search engine to get a few builds ideas and then plugged away.

Here's a KM/EA Brute I'm leveling sloooowwwly.
If I cared more about him, I'd readdress the build to take Repulsing Torrent, probably in lieu of Taunt. I'd slot RT with the summer event kb2kd IO, up to 5 pieces of the set.
Anyway, not saying this is a great budget build or anything, but it's something you can start with.

After maxing out my defender I am left with just under a billion, but I want to IO my newly 50 scrapper as efficiently as possible. Obviously not a min max build, but as much DPA/surv as several mill inf can squeeze out, til I can earn some more scratch. Any help is appreciated.

I made a forunate of Kentic combats, filled out several of my resistance and defense IO's by using the bronze roles in the past ones I did not need and where woth making and selling I did the rest I just sold to the vendor.

Byzantine Warrior-DB/ELA 50;Blade Tempo-50 DB/EA
After maxing out my defender I am left with just under a billion, but I want to IO my newly 50 scrapper as efficiently as possible. Obviously not a min max build, but as much DPA/surv as several mill inf can squeeze out, til I can earn some more scratch. Any help is appreciated.
