Could someone take a look....
Two things immediately leap out at me as "wrong":
1) Physical Perfection is (as always around here) WAY OVERSLOTTED! Physical Perfection the crappiest available scrapper heal, and the crappiest available endurance modification power -- the nice thing is that yes, it does add to both at the same time, but at half the strength of Health or Stamina.
Any slot and enhancement (beyond the automatic one) in Physical Perfection thus gets you HALF THE BENEFIT that it would from putting said slot and enhancement in Health or Stamina (and LESS than half of what it'd get in Fast Healing or Quick Recovery if those are available.)

2) Defenses are tricky things -- there are some secondaries that innately add to "positional defense" like melee, ranged, and AoE, and other secondaries that add to "typed" defense, like smashing/lethal, energy/negative, and fire/cold.
It's almost always better to add to your secondary's strengths, and by just slotting SO's in your defensive powers, it's pretty obvious that Energy Aura (which is not a secondary I've personally played) is all about "typed" defenses -- much like Willpower, which IS a secondary I've got experience with!
So, the short version is "discard all those sets that are giving you 'positional' bonuses and start looking for sets that give 'typed' instead." The one set of Kinetic Combats you have slotted is a good start; you might try to fit four more of those into the build for better defense!
I'll try and see if I can't throw together something build-wise soon, but those are two good places to start!

I've never played either of these power sets before so I am going in blind. Physical Perfection is only slotted that way because the person who mentored me on doing builds always insists thats a good way to go but I am more then open to changing it if that helps! I just want this bad boy to be as well built as I can get him!

On my main Claws/Regen build I have a couple slots in it, and it is part of what gets me to 750%+ passive regen.
But if slots are tight, it is the absolute lowest priority for slotting.

Okay guys. I took what you guys have said and what my friends mentor said about it and made some tweaks. Here are the tweaks I got from my friend, so you guys can help me figure out if I followed them well enough or if you have different suggestions.
suggestions:
hack-dont use mako bite if only dedicating 4 slots to the power
conserve power, physical perfection both powers are kind of uneeded on a energy aura toon since it has an end drain and half a conserve power already built into the set
energy drain is heavily underslotted, i would move some slots from physical perfection to that power, then slot it with 3 membrane HOs, and 3 end mod IOs which should ED cap all 3 of its important attributes (end mod, rech, def)
another slot could be added to tactics and move the gaussian proc from build up to there and put a rech enhancement into build up, and or move the rectified reticles from tactics into build up
on tough the steadfast KB IO is kind of useless, it does not really help you at all so that slot could be moved elsewhere
energize if you want to slot with numi then get 6 slots in the power, the 5 slot set bonus does nothing for you
in health i would put a miracle instead of the regen tissue
lastly i would not skip energy protection, it gives you some resistances, one of which being to slows and it is also an auto power so it is not draining end, you could take that in place of conserve power or phys perfection
Now I did replace the Mako's with Kinetics like Eldorado suggested and tried to play around with a lot of things. I ended up dropping Conserve power and physical perfection in favor of stealth and energy protection and that helped get me not only a bit more resistance to the build but I hit soft cap on all typed defense but Psionic.
Does this look any better? Any other suggestions or things I should change? I'll work with anything!

Overall it looks like you're heading in the right direction with your defenses, but my personal gut reaction is "are you gonna have enough endurance for those long fights?" Dropping Conserve Power and Physical Perfection and adding Stealth is just adding another toggle to the mix on top of the Leadership pool, and Broadsword traditionally uses up a good chunk of endurance with those bone-crunching attacks!
Then again, what I DON'T know about Energy Aura would just about fill the Grand Canyon, to quote Silent Bob. (Waitaminnut -- it's the INTERNET! Are people allowed to say "I don't know, better ask someone who does!"? Oh well...too late now. )
I see "Recovery: 2.75/sec" and "End Drain: 1.75/sec" and don't think that a net recovery of 1/sec will last long, but again, I'm not sure how Energy Drain factors into the equation.

Don't forget that Energy Drain is basically a clone of Power Sink. It gives tiny, minimal defense, but it can drain End from mobs and restore you End.
I think you have mixed too many bonuses in that give primarily M/R/A defense first. Here is a rough rebuild I did that hit 2k HPs with accolades. It is much better of on End and can get back 48% end per mob from EDrain.

PS, this wasn't a cheap build attempt. Even if you can't afford it as is, it should give you another place to work from for ideas.
okay played with it again ^.^ Dropped stealth and tactics so I could pick up conserve power and physical perfection again but only 3 slotted perfection. End usage is now 1.14/s with Cardiac Core Alpha slotted and 3.19/s recovery. So I dont think endurance will be an issue. I'm really liking the way this one is shaping up.

Between Energize (heal + conserve power light) and Energy Drain, you shouldn't have a need for Conserve Power. You could take FA instead and have it for intermittent usage versus things that debuff your to-hit. FA has a nice level of protection from to-hit debuffs.
Cardiac isn't really doing very much for you. Most sets, the End redux is very nice. Here, though, you don't really need it, as Energize and EDrain should be more than adequate. You only gain 3.7% S/L resists on that build.
I think you could pick a different Alpha and be happy with it. I would lean towards Musculature Radial myself for more damage, more Endmod (better EDrain).
