Praetor Sinclair Storyline Arc Bug
This is normal behavior for Praetorian Contacts and Missions.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

That sinclair thing isnt supposed to happen...the book for open story arc should be gone.
Yes you can out level any contact but if you start a story arc that contact will continue to give the missions for it until its done.
In fact in preatoria you can get a story arc started....change factions do differing stuff....then change factions again and go back and do the conacts you started story arcs for.....its how i was able to do everything with one character....and you get some really interesting changes in the way the stuff ends at 25 if you do that.....even had options to use both portals....and had loyalists inthe resistance area and resistacne inthe loyalist area with lots of interestign things to say...
But again....sinclair should not have been inactive if you have not completed his story arc...thats a bug....dont know if its normal or not....as you only did it with one character....but if you can reproduce it with multiple characters....then definately send in the bug reports...
and if they dont get to it.....post back here inthe forums....give them 2 to 3 weeks for a good responce.....if they cant or wont give anything but automated....then you know they are ignoring it.
I'd never had a Praetorian contact continue their arc if I out-leveled them.
The standard solution most used was to turn off XP gain to not out-level them.
The book icon doesn't go away if you outlevel a contact before finishing their arc.

The reason I posted the Doctor Arvis screenshot is to provide direct evidence against this very claim. Starting an arc with contacts other than Sinclair allows you to finish them, even if you outlevel the contact.

As I said earlier, I've had Praetorian contacts stop giving missions if I out-leveled them and that the method used by several people was to turn off XP gain so as not to out-level them.
I was told it was by design during a conversation during GR Beta.

Yes, Doctor Arvin is a Praetorian Resistance contact. Tell you what, give me some time to recreate this situation on another character, and hopefully shed some light on whether Doctor Arvin or Praetor Sinclair is the aberancy.
And even if you were to finish the arc after you outlevel them, you wouldn't get the final morality mission, because that's a new, one-mission arc... which you have outleveled.
So, lesson is to always turn off XP at 10, 15, and 20 for each of the three zones until you're done with all the contacts for the three zones.

At this point, Praetor Sinclair is still giving missions. However, he discontinues issuing the arc missions upon completion of the third one, as evinced in the following screen shots. The salient point is the presence of the words 'Ask about available missions' located near the bottom of the window:

Note that I cannot ask about available missions.
Allowing for completion of only part of the arc does not look like design to me. I think something got goofy in the construction after Part 3.

I was progressing through Praetor Sinclair's arc and I happened to hit level 16 during the course of it. However, upon completing the mission I was on, he would no longer assign the rest of the missions necessary to finish up the arc. I understand that his level range is 8-15, but in my experience with other contacts, even if you outlevel them, they will allow you to finish up an arc if you have begun it. I do not know if this constitutes a bug, but I find it odd.
I've included two screenshots: one features Praetorian contact Doctor Arvin appearing in my Active contacts tab with the Story Arc icon below his progress bar. There is still mission availability, despite the fact that this character is at level 11, outside of Arvin's 1-10 range.
The other screenshot is of another character at level 16 illustrating the issue with Sinclair. He is in the Inactive contacts tab; however, he still has the Story Arc icon below his progress bar, yet he will not assign the missions to complete it.
