Being that the recipe can be traded and sold via the AH one would assume that you could use it at any level. Generally anything's the level locked is stated on the recipes' descriptions.
I'm not home to check this, but if you go into the Auction House and look at the Costume Recipes on the list on the left, change the "level range" to 1 - 1.
The regular costume recipes are technically level 1 recipes. If Excalibur shows up on that list with the level 1 limitation, I'd say it's a safe bet.
tl;dr I'm not 100% sure, but if it follows normal costume recipe rules, then it should be accessible at any level.

According to ParagonWiki, the recipe will allow any Titan Weapon's user to use it, no matter their level.
It's the purchase of the Costume part with Empyrean merits that is only good on the character that purchases it since it is the part itself and not a recipe.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
