Can you obtain Safeguard temp power rewards multiple times?

You can only get the Safeguard/Mayhem temp powers once per character, sorry. The semi-exception to this is the Raptor Pack which you can buy from vendors (although you can still only get it from a Safeguard/Mayhem once).
The only repeatable get temp powers in safetys/mayhems is the side-mission temp powers from weapons deals.

As stated above, you can only get the safeguard completion temp powers once. On subsequent run-throughs, you do not receive the temp power, even if you once had it and wait until you've used it up.
I may be mistaken, but I think you can get the powers TWICE on each character, IF you're a Rogue or Vigilante or switch sides at some point, and even then, it would still be only once per Safeguard, and once per Mayhem.
I've never tested it, but I'm positive that I got the temp powers on my badger as I was collecting Mayhem Exploration Badges, even though I had all the Hero ones previously.

I'm thinking of making a character and level locking him at 20 so I can maintain access to the Resuscitation and Summon Teammates Safegaurd missions (while still being able to farm SSAs for Hero Merits). Will people running with the character on the Safeguard missions be able to acquire these powers if they'd previously had them, or will folks who had them previously and had them run out be unable to regain them?
