Just decided to give City of Heroes a try because I've been craving a superhero MMO. Installed the NCSoft Launcher and when I try to run it I get this:

[Guide] Asking for technical help on the forums.


If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

If you look carefully at the error message, you can see it's coming from the .Net framework. "Root element is missing" is a typical XML error message if the file is damage. Can you verify/reinstall the .NET framework? Can you post what is in that file? (Maybe open it in Notepad or something.)

Yes. It appears to be either a .Net error or an MSXML Library error.

Follow the instructions on this page for information on correcting problems with the .Net Framework and MSXML Libraries.


If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I tried that before even posting here. It didn't help. And when I tried to uncheck .net framework 3.5 in "Turn Windows Features on or off" it wouldn't let me. It looks to me like all I need is .net framework 2.0 but I can't get it since I have Windows 7.

And I uninstalled and reinstalled 4.0 a few times because it seems every time I want to try a new game, I get launcher errors because of .net framework.

If it won't let you uncheck the .Net Framework 3.5 entry in "Turn Windows Features on or off" it would seem to indicate that your .Net Framework is corrupted somehow.

If you are having problems with other games due to .Net Framework errors, it would tend to support that theory.

Until you get the .Net Framework problems resolved you won't be able to use the launcher.

Found the problem. I found a site that was telling me to open up machine.config with a text editor to change something, and after opening it I realized my machine.config was completely empty. Got a friend to send me a copy of theirs and now it's working. Thanks for all the help, I appreciate it.
