Without even looking at bonuses, it stands out that you omitted Forge and Heat Exhaustion. Not sure if that's an oversight or not so I'll hold off further review. Frankly without those 2, especially Heat Exhaustion, it's not "high tier".

Here is a suggestion for a build for ya. Couldn't load your main build so I assume you were going for S/L soft cap as well as perma hasten. If not, maybe you can get some ideas from this build

HE seems like it's mainly -regen. And doesn't a rad to that much, much better? I'm not sure how much -regen 500 percent even IS, to tell ya the truth.
Same thing with forge: It's a good to-hit bomus and a smal damage bomus. Seems like a kinetic puts that FAAAR in the shame. And Forge is single target, isn't it?
I'm perfectly willing to be schooled on this topic, I just don't see the added heft those powers lend the team.
However: Mace mastery? huh? (looks) OOOOOOhhhhhhhh! Scorpion shield is freakin amazery!

That -500% regen becomes 65% against and Av. Now, since there is no way to boost -regen aside from more -regen. Also, due note that Heat Exaustion is another -500% regen debuff.

Lingering Rad is -500 regen for 30 seconds on a 90 second recharge.
Heat Exhaustion is -500 regen for 40 seconds, 120 second recharge.
It takes the same level of recharge to make this debuff perma.
If you indeed are looking to "help a league (team) melt hard targets" then Heat Exhaustion is essential. It also includes a 62.5% -damage debuff which is very significant.
That Forge's damage bonus is "small" is something we'll have to disagree on. It's a 50% damage buff that has no tricks to it like Kinetic buffs (location, accuracy check). If indeed all you ever intend to do is leagues at level 50 it could get lost in the myriad buffs and be less valuable. If you intend to do regular 8 member tfs, both at level 50 and below, it becomes a very powerful buff. I view this as less essential than Heat Exhaustion, but I personally would never make a Thermal without it. YMMV.
Question for SonicRemedy: In the build you provided above, you included an Endoplasm (Acc/Mez) HO in Melt Armor. Did you mean for that to be a Lysosome (Acc/-tohit/-def) perhaps?

I'm prolly gonna rebuild my bs/sd scrapper next, then this toon is high on the list.

I liked Sonic's rebuild rather a lot. I took it and, uh, threw money at it.
The end result is pleasing me greatly. It's still not something I'd play (the power order is all jacked up) but I'd be likely to settle on something close to this barring any other ideas.

Ok, my sd/bs scrapper is done, or close enough. (And wow, did that turn out well!)
So, next project.
I've got this little wasp up to level 39. Seeing no further feedback, I'll be re-ordering and tinkering this build in the next day or so, and we'll get this toon ready to roll.
Well, first, to reiterate. Yes, -500% regen is a lot. Especially if it can be made permanent. Only 2 or 3 powers in the game debuff regen more than this. Drain Psyche and Poison Gas Trap, in case you were wondering. There might be one or two more, but not many. If you want to melt hard targets as a debuffer, -regen in decent sized chunks is really critical.
As for how effective -62% damage is. It's about like getting a 62% Resistance buff, that only applies to that target. (That's not exactly true, as Res is usually purely additive, and -damage added to +res isn't, it's like an extra step in the equation. Also, I suspect that -damage is resisted somehow, but some targets, but I don't know the details. I suspect that one of the resident hard numbers experts will pop in and correct/clarify, but I'm pretty sure I'm close enough to show that -damage is quite nice. To compare, a Rads -damage numbers are under 1/2 that.)
Third, if you want to focus mostly on iTrials, I'd still take forge. When you pop your lore pets, have a 'target you big DPS pet' macro and just forge it every time forge is up. But, even if you don't wanna mess with that, it is still a good set mule. If you take teh scorp shield, you're obviously building for s/l def. Two slots of rectified reticle can get you some +perception (always handy) and 1.88% extra s/l def. Which is slot for slot, worth as much or more than Kinetic Combats, if you think about it. A couple more slots can get ya a bit of global damge buff, too.
OK, now, I looked at you most recent post, and overall looks pretty top end. I have a few minor suggestions, tho.
1) I'm a tad worried about End consumption. Never tried this pairing, but if Therm gets busy, it can be end heavy. And since Sonic Blasts are pretty fast, they can burn through end fast, too.
2) I seem to recall that Power of the Phoenix isn't the most damaging power available, but does have a good stun. If so, I'd consider the Stupefy set over the Posi blast set. If people are dying, that extra stun may turn the tide ore than a bit of extra damage. And it'll save some Inf. And get ya some more stun duration across the board (nice with Screech) and more HP, and keeps the same +recovery, and +recharge. Stupefy also has more +Recharge so it'll be up more often. You would give up some +Acc for that change, though.
3) Speaking of losing Acc. If you ever do, you may not be hitting the GM/AV with total reliability. With Tactics, you probably will be (but tactics provides no direct tohit debuff resistance), but for a must hit power like HE, I'd want 1 Acc in there. I'd steal the slot from Afterburner to put an Acc in HE.
4) I'd move the Glad armour special +Def to Thaw, and drop the other Glad for a Pair of Inpervium Armours. Res/End and Res/Rech/End will get you a tad bit more Res,and more end reduction, while keeping the same +Recovery set bonus. Or Slot the Res/End and strait Res. Or, if you want a tad bit of Psi Res, you can even slot that in there. The other thing that takes a hit then, is some of the cold resistance from Thaw.
5) I'd swap the Lyso in Melt Armour for a strait Acc enhance. My thought here is... If they are easy enough to hit that it only needs 1 SO and Tactics to hit reliably, then the Def debuff component isn't going to be noticed anyhow, especially on iTrials. If it's hard to hit, you'll want to make sure you really do hit, else the power is a waste of time. I'd slot it with Analyze Weakness Acc/Recharge and Acc/Recharge/End for the max effect. Granted, you're already over the Rule of 5 on +10% regen, but it's still better than 1 Acc IO and 1 Recharge IO, and will save ya some end. And, if you can scare up a 3rd slot for this power, I'd add in teh Achilles' Heel proc. Yes, chances are others will be throwing it around too, on trials especially, but the odds aren't high that it'll stay procced on the same specific target. I always true to get that proc in on AOE -def powers when I can. If you didn't steal the fly speed IO from Afterburner before, I would do so to make room for this proc.
All fairly minor suggestions, though. All in all, you've got a very solid looking build.
Well, first, to reiterate. Yes, -500% regen is a lot. Especially if it can be made permanent.

Maybe you pasted the wrong build this time? Or you didn't like my suggestions, and that's fine, but my advice remains the same.
Oh, wait, you did chance the Power of the Phoenix. Can't tell any other changes.

2) I think you'll be happy with this change.
3) I'd still want something for Acc in HE.
4) Still see no reason nt to put the Glad Armour in Thaw, and save yourself End consumption on Tough and pick up a (granted, very) minor amount of S/L Res, and the cost of someone you thaw losing 2% Cold resistance. I can't see the %2 Cold Res making any difference ever, even if you did take the time to apply it to teammates, which I doubt you will. Frankly, you'll have better things to do with your time that Drop Thaw on your allies proactively for a measly +2% Res vs Cold over the base slotting.

I pulled 4 slots off forge and swapped in a thunderstrike on shriek. This lowers my recharge a good bit (I could afford it, this toon is recharge heavy) which slows my end burn a smidgeon.
More importantly, I am softcapped to S/L/E now, which on iTrials, pleases me mightily. With afterburner and the added stealth IO, I now have a reasonable 'sneaker' capacity, which pleases me. iCap + a bit of stealth, should work okay.
I also popped in a Kismet to address accuracy concerns. I'm well over 100 percent against +4's now, and if I'm concerned, I'll pop yellows.
As for the glad proc, and the lyso I'll confess, I just forgot to fix them. Dopey me!
For the record: I have been using thaw quite a bit. It's a clear mind analog, and so is VERY useful for STF runs against ghost widow, to toss on other squishies in mezz-heavy groups, etc. I've always been a big fan of thaw, that's why I'm probably gonna leave it early in the build whenever I re-order this sucker.

OK, looks really good. Thanks for mentioning the changes. It looks really good. I'd still steal that extra slot from afterburner to enhance my debuff, but it seems you really, really, wanna go faster. And I can't argue with personal preference, and wouldn't want to.
And yes, I love Thaw, and would keep it, and keep it early in the build. I just don't think slotting to enhance the cold resist was worth it. Slot for recharge, or end, or anything else. But you put the Glad Unique in there I see, and I think that's the best option.
Love the soft-capped. Missed the Kismet, but that should help the few places where the acc issue might real it's head.
Still concerned about the end usage, tho. Maybe just get used to packing blues, too.
You *could* swap the Spiritual for Agility. You would lose the bonus healing, but your heals are very well slotted already. And with your shields, the heals should be plenty enough without the benefit of Spiritual. You'd also have *slightly* less +recharge, but the net effect seems to be very tiny. What you gain is a decent chunk of extra recovery, and a chunk of def across the board assuming you go with the Agility Core Paragon. That extra % def push you noticeably closer to the incarnate soft-cap in teh big 3 of s/l/e (appx +5% to those 3) and a nice 2%ish closer to the soft-cap in all the other categories.
Okay, I'm still working on this project, even though the I24 Snipe power changes have distracted me a bit. After examining the Snipe changes, the only thing I changed in this build is to ensure that Forge grants perma-snipe for darn sure, and I tried to get tactics to +22 percent to hit. I missed that target a smidgeon, so any suggestions would be welcome.
This is the final, FINAL build, barring last minute great ideas. As such I re-ordered the powers to how I would like them, +5'd a few things, and generally tidied it up ready to go.
If anybody on Infinity would want to run villain tips/patron arcs with me, let me know! This is a hella build, but not, I repeat NOT, a soloer.

Hello, mighty Defenders!
I am looking to build a second 'high tier' Defender, this time focusing on resists and heals with resist debuff, versus defense and hitpoints with resist debuffs. After somethought, I ditched my sonic/sonic idea and went with thermal/sonic instead.
I am not good at defender builds, but I did tinker one together.
Please review and if anyone has any thoughts for improvement, let me know.
