Is there a rule saying each major patch has to purposely break at least one thing?

They don't get time to flee in terror on most toons. Masterminds though...well on a fair few primaries and even on the better ones at the low points, there isn't any power to flee in terror from. They just decide to do some cardio, and off they go. Fine on my Demons MM, since she's high enough that the Prince keeps slowing everything so it's impossible to get away. My Thugs/FF? Hahahaha! It's not reasonable to play. It's that simple. One single issue breaks the game. Why would you spend a few orders of magnitude more time doing the same thing as other toons because everything turns into a clusterf*** as everything goes for a jog halfway across the map for no reason? Or on a scrapper with no or poor taunt aura? Byeeeeeeee, enjoy the ruuuuuun!

We can't *not* use the tray at this point - it pops up regardless. And unlike temp powers, it doesn't appear you can remove the form powers from it. After all, the only way you can delete those is to get rid of the form.(And yes, I did just log in and try a few ways to remove the powers - including "remove from tray" in the powers window. No go.)
UGH! I haven't even tried playing my kheldians with this yet... that's going to annoy me to no end.

Well this is disconcerting. The little I've played since i23 didn't involve any temp powers. I use a heavily modified UI, and from the sounds of it, this new tray will serious frak things up.

And here I was thinking of dusting-off my Kheldians and start playing them again

When I ran my 'shade a little earlier today, it looked like a power tray sandwich - Nova powers on top, Nova powers on bottom (firing off at the same time, of course,) everything else in the middle...

It's actually rather distracting.

Ugh, I haven't played a Kheld in a while and they're lowbie enough that this may not cause trouble Yet, but this is starting to sound like I will be facing issues later...

EDIT: which is ok because it seems I've exceeded my server unlocks and they're behind bars until I can allocate funds back to City. :-p

Exactly so. On my WS it's been slightly annoying to keep seeing that tray pop up, but i understand it as a means of making things easier for more casual players who don't know how to use binds and macros.
