I will probably run this Ouro TF repeatedly on my Electric/Martial Arts Tanker.
Since he will be virtually invincible against Freakshow with powers up to level 30.

Posi's merits did get nerfed somewhat when it transitioned into Ouro. I think it used to be 10 or 20 reward merits more when it was a real TF and not a flashback TF.
The recommended rewards that their data mined information spits out are iffy. I wouldn't be surprised if there were a few blueside flashback arcs seriously out of wonk with merit/minute formula since nobody runs all that ancient content much due to SO MUCH FILLER PADDING and the data mining program either only looks at people ghosting through or people drudging through at insanely slow paces.
prolly true about only ghosters running it. posi really irritated me (i think it dropped 22 merits) because they moved mishes around so much that it took me exactly the same amount of time to run it x1 as it did to solo it x2 with an alt account logged out.
also almost anything is invincible on ouro sister p. it's a joke unless you up the diff. it still took me an hour and ten minutes though (and that's on my clawls/wp that's specifically built for the under 25 tfs), and i've run it full team in under an hour before. it's easy but it's still worth more than 25 merits. it's one thing to replace old content but they shouldn't lower the merits so much that those of us who enjoyed the old content have no real incentive to run it.
Part of the reason may be that setting up a real TF is frequently time-consuming, because you have to recruit the minimum number of people, and you have to deal with an AV. With an Ouro TF there's no such hassle. Perhaps the devs cooked those considerations into the merit reward calculation for the TF.

Does it still have the daily diminishing returns? Or can you chain-run it for full rewards?

The Incentive should be the enjoyment of the content.
Unless of course you enjoyed it because of the reward, in which case you can cry me a frickin river. Merit rewards are so horribly out of whack on Heroside that most complaints about them amount to nothing more than being a whiny little b.
The older TF's are famous for over rewarding merits, especially with the times it takes to run them now, especially now as player power levels have expanded significantly.

so i ran sister p in ouro since it was one of my favorite tfs - 25 merits.
took me the same amount of time as ouro posi (which is btw the same amount of time it took me to solo posi pre-ouro)
i realize it's easier since you can run it x1 and without the av but seriously, half the merits?
(and no, i don't really need the merits, but still)
