FRad Respec Request
I had a go at it, and got you 5% off ranged softcap, perma hasten and AM. All sorts of goodies. I chose the primal forces powerset because of conserve power and power boost. Lots of S/L res.
Now, my advice for this would be pick and choose your toggle, rather than try to run them all at once.
If you are an incarnate, grab Cardiac Core for 75% res and 2.49% end per sec with 3.75 end per sec going in. Or Musculare radical for buffs to def debuffs, slows, all the stuff you need and 4.04 end per sec going in, compared to 3.2 end a sec going out. I also suggest grabbing ageless destiny.
Combat jumping, I would suggest dropping for Hover and using it to dive in when needed, but give you the option to hover away if need be and rely on ranged def.

First, thank you for looking and suggesting ideas. But I fear that this is not where I was trying to go with this build:
1) Your build over mine loses ~6% global damage (10% vs. 16%) and ~6.5% Recovery (11.5% vs. 17%).
Is this mitigated by the perma AM?
2) My build is a fairly aggressive build; it depends on the synergy between Hot Fee and Choking Cloud. That means it needs to be in melee for most effectiveness -- hence my choice of combat jumping vs. hover.

Are you looking with AM on or off? Perma AM is 30% recharge, 20% damage and 30% recovery.
And really 6.5% really doesn't matter as you will be living longer, just pop some reds.
I do not have any HO's and have never been on Hamidon raids, so it would take me weeks or months to acquire them.

Of course, that is one of the many reasons my original build is so bad...
The following is a Fire / Rad Controller I have run with Hyperstrike's Monday night group. As that group tends to be 6+ FRads, design efficiency is pretty much not needed. On top of that, the group's skill level is such that even if FRad didn't get us through the evening, our team-mates did. That said, this is a "design" -- and I use the term loosely -- that was produced by leveling up quickly and then sort of mashing stuff around...
All the sets you see are currently on the character, and I have a full set of "Will of the Controller" that I am also trying to figure out how to place. I have 1 - 2 other purples as singles which I will eventually "set out" and place, so suggesting purple sets is fine. I do not have any HO's and have never been on Hamidon raids, so it would take me weeks or months to acquire them.
In terms of build goals, I think Recharge rate and Damage are equally important, but I don't want the character to drop her toggles due to lack of End... Other than that, I do not have immediate goals. I will say I have no interest in Vengeance+Fallout, and I shy away from Mutation as I avoid taking powers that rely on an ally dying...
