Try relogging. Sometimes the game misses the info about what items you have available.

I have the same issue with my Staff mastery powerset...I bought it and now it is locked.
It happens occasionally. Sometimes switching servers fixes it, other times you need to log out and back in as Kitsune suggests.

Redownloading the game, and I don't seem to have access to TW any more, even thought I bought it and my toon with it is in MI.
Any idea why?
