I have to admit that this is a very nice list.
Though, I believe that the overuse of Pocket D is because of convenience. Most people have the Pocket D pass and get there in 15 seconds, find some people to converse with, and there you go.
Though honestly, Pocket D, visually, is a pretty boring place.

I think the idea of making a list of good places to visit and RP outside of Pocket D is fantastic and likely necessary. However, I feel like the realistic view is that it's not that people don't know these places exist, just that they're too lazy to go to them. Echoing Denji, it takes one click of a button for many players before - bam! - instant RP.
In personal experience, I've actually gone out of my way for many months now to avoid any kind of RP in Pocket D and I only ever go to it nowadays when I need a quick teleport to someplace that Ouroboros won't get me to. I like the idea of moving the RP away from places like Pocket D or simply to the Atlas statue, and rather spreading it over the interesting and obscure places that don't get the proper attention they deserve.

Can't believe no one's mentioned Spanky's Boardwalk in Talos.
An SG I was in (before they disbanded) had a beach party on the Boardwalk, I am rather surprised this didn't make the list.

St. Martial has a small, outdoor, tiki-type bar on the eastern end of the "Strip" (-3880.1, -24.1, -569.6). And Founder's Falls has a few enclosed garden/courtyards on the northern edge of the Gaspee (893.4, 0.0, 1493.7 and thereabouts).
Also, as a side note, coordinates would be awesome for all of the places on your list, in case players don't know where to find them.
