Access to the Invention System requires either a VIP account or at least 27 tokens (Tier 7).
Or you can buy a "Invention License" good for 30 days for 160 Paragon Points.

Don't forget that we now have a second build. Visit a trainer, choose Train to New Level of Power, choose the 2nd build option.
You'll keep all your IOs in your current build, and effectively get a respec that you can choose new slots and then add SOs to your build, which work for anyone (free and VIP).
The nice thing about the second build option is if you ever decide to buy the Invention License / become VIP (or gain the last 3 tokens), you can simply visit any trainer and switch back to your IOed out build! You can swap any character's build once every 15 minutes as well.

So I've been away from COH for a few years now. i log back in and i have 24 tokens which I've slotted. My question is, a few of my Toons have full out IO sets and I'm not receiving much or any set bonuses for them. Is this reserved for VIP players only or is it available to premium players as well.
I have a lot of catching to do. LOL
