ATO changes
The calculations you refer to have already been upated. It is no longer based on total recharge, only enhanced. Edit: They also softened the AoE scale factor.
The calculation now looks like this:
I24 Proc Chance = (Enhanced Recharge + Activation Time) * (Current PPM * 1.25) / 60*(1 + .75*(.15*Radius - 0.011*Radius*(360-Arc)/30))
Single Target Radius = 0. AoE Non-Cone Arc = 360.

Simplifying the equation to get something more palatable, I come up with:
(Enhanced Recharge + Activation Time)(Current PPM)/(48 - 0.132*Radius(319 - Arc))
So, for any given cone, increasing the Radius will increase the proc chance, whereas increasing the Arc will decrease the proc chance. For any given non-cone, increasing the Radius will decrease the proc chance.
The problem I see with this formula is it fails to take into account the maximum number of targets for a given ability.
Take, for example, Suppression and Bile Spray, both of which I have on my Crab. Suppression has a 60 degree Arc and a maximum of 10 targets. Bile Spray has a 30 degree Arc and a maximum of 16 targets. (Ignoring, for this example, activation, recharge, and range) because of Bile Spray's smaller Arc, it would have a higher proc chance for each of its 16 targets than Suppression would have for each of its 10 targets.
Again, please correct me if I am in error.
In terms of radius, is it using base radius or enhanced radius? Hopefully base.

If you've been keeping up with Synape's posts, you will know the attuned and SBE procs are being changed.
The numbers are still be looked at, but it it looks to be a mix of global buff and nerf in equal amount. They will now cap at 90% chance to go off, and work off current recharge.
Based off the current numbers and my build, I'm going from an effectivly 100% proc going off, to about 52% proc chance per mob. Doing the math (60/4.17), it works out about the same, but I'll have to see.
This is a bit of a nerf, and it was to be expected, but for balance, I'm happy with it.
If you want to still get high proc rates from the ATO, may I suggest moving it to a slower recharging power, depending. I'm tempted to move the ATO from my supression (where it currently is), to venom grenade. I may have said I wouldn't before, but with the new changes, it might be worth it.
To try and work out the proc rate, divide 60 by current recharge. We are looking at 7-8 PPM or 90% proc times, so at a guess, the maths would be something like this.
(60/current recharge)/100 then times the answer by 90%. It will all depends and this is mostly guesswork from my phone.
