Street Justice and Accuracy
StJ is really no different in accuracy than other primaries. Weapon primaries might have a bit more accuracy, but StJ has the extra accuracy for CU.
What you're likely experiencing is KM having great accuracy compared to all other powersets, largely because it can keep BU up a majority of the time.

Pelvic Thunder - SS/Elec/Mu Brute
Sorajin - Elec/Nin Stalker
Neuropain - Sonic/Mental/Elec Blaster
Nope. I found my StJ stalker to be as accurate as all the other sets really.

Could be enhancements, could be the enemies you're fighting (do they have tohit debuffs?) or just the level of the enemies. It could also just be perception bias (as StJ you will tend to notice misses more, because every miss either means you take longer to reach combo level 3, or you fail to execute your finisher).

No idea on the level of your StJ Stalker, but are you using SOs, slotted with at least 2 of them?
Fighting a lot of CoT?
Something to consider, get a Kismet: +6% ToHit IO, and slot it, if you think you're missing to much, to go along with your slotted.

Discovered what was wrong. Somehow, KM just looked more subtle on the misses because of the FX, while StJ didn't. I was just crazy.
I've been playing my StJ/Nin Stalker for sometime now, and compared to my KM/Nin Stalker, StJ's accuracy is horrendous! Matter of fact, I've tried almost every primary set for Stalkers, and I have to say that while StJ is great in damage, it is just horrible in accuracy.
Is anyone else experiencing this?
