On the drop down under the stealth power in the power customization screen there is a 'No Fade or Pulse' option. It is also there for other powers but I forget which ones, only use it on the stealth.

True Sky Splitter does indeed stun, sometimes I forget because it can be overshadowed by the knockup. Running around on my beta staff/da brute the Knockup was quite a bit more noticeable, but I didn't take OG on it either, because with 45% S/L defense, huge resists supplemented by cardiac and barrier I just plain and simple did not need any more mitigation, even herding up 3 groups of lvl 54 rikti I'd barely need to use Dark Regeneration at all, all OG would be doing for me would be making things stagger around, potentially out of aoe range, while actually doing nothing for my survivability at all. Keypoint---> survivability is relative, once you have a certain amount of it and hit that immortality line, you don't really need more.

The other you were thinking of is Precise Strike, but it's just a 20% chance for mag 2.

But, good point about survivability.

TBH the greatest use I ever had for Oppressive Gloom was when running speed TFs were still in style (before i19). Being able to stun Surgeons on an ITF just by standing near them was quite useful, since you didn't have to waste time killing them and could just piledrive the appropriate target instead. Was also quite useful for herding the line of cimerorans on the roofs into the middle with the rest of the groups, since you could just run along the line of them and it would aggro all of them. Getting those extra cim kills from the line was necessary to hit the magic 120 number.

Shaving off 2-3 seconds on a tf record? Totally worth it.

I find the capped positional defense quite useful in Incarnate content, especially considering that more and more of the enemies have 64% to hit. If I could incarnate softcap all of them I would, but that is out of the realm of possibility on Dark Armor unless all of the sudden steadfast and glad armor uniques started giving about 7.5% each...and I doubt that would ever happen.

That toon is built for out and out survivability...the damage on katana is good...but I don't have any purple sets on my main, and I would have liked to have them for the damage, but the cards just didn't fall where I could squeeze any in without sacrificing my primary goal.
