Almost every StJ character I see is a scrapper, is it just that good on a scrapper? Or is it b/c the AoE is too weak for a brute or tanker?

As for the armor set, I like WP due to it's "set it and forget it" nature, but is there another armor set that goes better with StJ?

Shields. Set a couple recharge SOs on Active Defense, set it on auto, and go to town. You don't need a ton of recharge for a good attack chain and SD only needs it for Shield Charge, so Hasten isn't mandatory and you can build for positional defense. I have one in the mid-30s, with her attacks slotted she truly hits like a truck.

I concur with Spyral. Shield is arguably the best set to pair with non-stalker Street Justice. (It's also the only non-weapon set that doesn't look dumb with a shield IMO)

If you roll it as a tank you will softcap very easily, and Shield/StJ deals pretty good damage for a tank.

If you decide to stick with Willpower the question is survivability versus damage. The tank will be virtually indestructible, but the brute will deal better damage.

My personal favorites for StJ are Shield for a Scrapper (best damage), Willpower (for Endurance recovery, which StJ struggles with) or Fire (for damage) for a Brute, or Ninjitsu for a Stalker (because it's awesome).

I don't like StJ for a Tanker - I feel that a tank's secondary should contribute meaningfully to survivability, which StJ does not. If you're in it for the damage, you've already gone wrong by picking this AT.

Edit: Thought I'd mention the reason I don't advocate StJ/Willpower Scrappers is that Willpower is functionally superior on a Brute, and so is StJ, so if you're going to go that route, go Brute or go home.

Given the choice, I'd go with a WP/StJ Tanker. I ultimately find Brutes and Scrappers too squishy for my tastes (it's rare that I slot any IO sets), and if I'm going to be a squishy melee character I tend to prefer Stalkers.
