And you just haven't found Capt. Taggart's purpose yet.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I don't know about Capt. Taggert, but Navin R. Johnson has discovered what to do with his special purpose.

She stands just outside the cinema in AP, by the Steel Canyon zone connection. She is clearly a contact. Dressed up pretty nice in red and white, including a white hat.
I'm currently not on my own comp, so I have no access to the beta server. Just curious if she may be a new contact that somehow got enabled on live, or if she's like Capt. Taggart in Steel, who seems to serve no purpose whatsoever.
