They can't use damage procs? Why not?

If damage procs won't work, no other procs will work. They all filter down the same way. Interface has an additional restriction in that the power must accept Damage Enhancements for it to trickle in.

I could be mistaken but I thought this was fixed? I have Stupefy: Chance for Knockback and.. while I don't see it hit often, I thought I have seen it hit. Can anyone else confirm this?
*ok well after testing this for the last half hour. I have yet to see it do any Knockback so apparently I was wrong. I suppose my previous knockback was coming from either my caltrops or whip.
I know MM seeker drones are still unable to utilize dmg procs but is that also true for non-damage procs in non-damage IO sets? i don't know if there is a mechanical difference that would make slotting the AA proc worthwhile.
