Charged Brawl vs Jacob's Ladder?

I have an Electric Melee stalker I am considering, and I believe that I will be able to achieve the set numbers I want regardless of whether I take Charged Brawl or Jacob's Ladder. So I am wondering which you think I should take, if I only take one or the other?

In the past I have been frustrated at Electric Melee because it has lots of fast attacks and doesnt hit hard enough in single target. Therefore, with Assassin Shock being in the mix now, I am tempted to go with Jacobs so that I feel like I have slower but heavier melee, with bigger hits. However I am worried that then the set might feel too slow.

On the other hand, in the past, I've hated how slow Jacob's Ladder can feel, and I am personally terrible at getting more than one foe in it.

So I am wondering if anyone has any advice on which I should take if I only take one or the other.

You should take both. Did you make the common mistake of thinking Havoc Punch is a good attack?

Is it not good? Why is that? I have all the attacks on my Elec/SR scrapper who is level 50, but I have always just chained them all together without thinking about it.

Whats the story?

Havoc punch is the same as jacob's ladder for DPA, yet jacob's ladder is a cone. That's pretty much case closed on that topic. Charged brawl is better DPA than either. Really though, you want both of them to be prominent in your chain as CB's fast damage is lovely while JL's cone-ness will be handy more often than you might expect. Just diving into groups and letting 'em have it will cause things to stack up for a bit of aoe more often than not.

A cone also means it can fit an Armageddon proc and a PVP -res proc.

Speaking of... I'm getting ready to equip my purples and I was thinking of the armageddon proc plus a normal damage proc in JL. Is the pvp -res proc radically superior? I'd never considered it as I'd never used one before, but now it's as easy as anything else to get of course.

Drop Havoc punch and yes get the -resist proc! Just as good as other procs and it helps the team out if you team! It's win win!
