You know I noticed the same thing, I thought time had just flown by and I had already wasted 2 hours playing lol

If it isn't reported, they very probably would think it is working.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

It was originally 1 hour, they made a typo when they changed it to activate on claim and added the confirmation window.
I believe this is fixed on the build that's hit the test server yesterday.
I like these a lot and use them all the time and when I saw the info window that started popping up after i22 I got very excited:
2 hours yay!
However they still seem to be lasting only 1 hour. I know this for sure because I also like to use prestige boosts and this is the info for them:
I use them both at the same time and they are always running out at the same time.
Has there been any info about this issue?
