Advice: Best option for a T3 Cryonic judgment,please?
Probably depends on where you intend to use it most. If I recall correctly, the chance to hold isn't high enough magnitude to hold bosses. So if you are doing mostly trials with their higher ratio of bosses, you will get less benefit from that. Just food for thought.
Cones can be plenty effective by the way, but yes they do require positioning. This is much less of an issue if the toon is already using cones on a regular basis. Sonic Blast has 3 cones in it for example. By the time you get to level 50 using that set, positioning should be second nature.
It's not how many times you get knocked down that count. It's how many times you get up.
I love the T3 Partial Radial from Cryonic and highly recommend it for anyone going Cryonic.

I use it for my Ice/Cold Corruptor for thematic reasons, but is a nice option alternating it between Blizzard when Blizzard isn't up or when I don't want to burn all my endurance.
i always get the tier 3 judgement that has a higher target cap

My DB/WP scrapper got now the T3 Partial Radial slotted
We all know Cryonic is a cone and its not as effective as Vorpal, Pyronic or Ionic...
But I need Cryonic for concepts.
Was about to craft the T3 partial radial for the increased mob limit and degree cone...
Any advice?
Is the chance to damage proc or hold proc good enough?
