Tier 4 Incarnate Powers - Worth the grind? (semi-rant)
I say yes to some... here is what I think and why...
t4 Alpha is the most necessary in my mind as it usually is either (A) all the things you want at higher levels than t3 or (B) the highest of the main thing you are looking for with the other buffs being wholly included in that specific tier power.
Next, I think depends on what you are playing...
t4 Destiny is probably my strong second most important and Interface likely my weak second choice...here's why:
Destiny powers become permanent at t4 and duration/radius/effect are usually boosted all together or some and not others. t4 rebirth destiny on my regen is virtually worth a pile of platinum. But on other toons, where I run barrier, it is as needed.
I say interface weak second because if you are a melee or ranged damage toon, Interface is free DoT + effect or a pure 100% chance mitigation tool that does not burn endurance. That can make or break certain scenarios and will boost your DPS...a "free" boost to DPS is never a bad thing in damage dealing toons. Period.
My Strong 3 would easily be Lore, as it strengthens your pets, they do more damage and take more damage better. That is always good for DPS and survivability in general...(t4 barrier + t4 Cimerorans = win)
My weak 3 would likely be judgement, because this is a pretty good O-S panic button, and allows ANY toon, a no crash PBAoE or ranged nuke. That can be a very crucial thing if you're in a tight spot, and in general adds one more AoE to any toon that may have otherwise been weak on AoE's. Some even offer mitigation...I took a Void judgement with KB on one toon to try it out, and it was something hilarious to see on my melee toon to watch my "finishing move" for the spawn throw bodies 20' in all directions, but I could see where a squishy toon would be well allowed for a chance to split and recoup if overwhelmed. Vorpal also is a good example as the radial side of Vorpal gives a brief +Def that might just keep your backside out of harm's way...

T4 radial lore has more pet "up time".
In an hour of play, T4 core gets you 2(pets)x5(mins per pet)x4(15 min recharge) = 40 pet minutes.
In an hour of play T4 radial gets you 1x5x6+1x3x6=48 pet minutes.
Yeah, something like the Carnie forge is weaksauce compared to a normal forge, but it is still nice having it on you 1/2 of the time.
The core ones do a lot of damage though.
To the OP: T4's are like accolades. Definitely useful no doubt about that, but more bragging rights than anything else compared to T3s.

T4 incadescance core is amazing.
If I bother getting incarnate boosts I get T4 Alpha and Interface with T3 Destiny and Lore. Judgement I get as I see fit and needed, some characters get that and others don't. It doesn't provide a level shift or a passive boost (I consider perma Destiny a passive boost), so I only get it if I really feel like I need a nuke.

I don't think getting upper-tier slots crafted is that big of a deal. You get a rare or very rare drop for doing a successful Underground Trial now, and at least on Liberty and Victory it's usually possible to run the usual suspect itrials once a night during "prime time" to pick up at least two salvage drops and a couple Empyrean merits. Working like that, I was able to T4 my scrapper within about three weeks of unlocking incarnate.
That seemed like pretty reasonable progress to me, but maybe I got lucky drops.
I typically think Alpha > Destiny > Judgment > Interface > Lore.
I don't even remember I have the Lore pets except for the few times they get used in itrials when I see other people bringing them out.
