This is 150% of the damage this power is supposed to do.
That's a pretty big boost, and other powers have been changed for much less reason.
If you think 150% base damage is "trivial" then you obviously say "meh, Fire Blast is overrated", ignoring how common it is, and are the insane one.
And yes, they're human and the game has a LOT of powers and currently the corruptor detailed info for attack powers is severely broken(doesn't show anything past the 2.5% chance to scourge line, so it looks like most powers have no secondary effects) and has been since at least issue 21.
They do not notice something unless they have specifically looked directly at it or it is reported by the players and....
1) They can't see everything, especially since they are busy.
2) They can't see every post so it was likely discussed but they ignored it(or misinterpreted double scourge damage as double total damage which is WAI) or just never saw it discussed.
3) Nobody reported it, which is likely because who would report a bug that helps them with no bad effects?
(I have seen players exploit every little advantage they can. Just look at IOs for examples of that.)
Believe me, this will be changed as soon as they actually see how broken it is compared to powers like Ice Storm that actually work as intended.
Yes, actually I do although I am on more often as Speed Force or Iconic there there days.
Personally, I would have 6-slotted Rain of Tomatoes.

Mousedroid, This build is def perma dom. I guess true perma dom would require me to have perma hasten but thats off by 3 seconds so yeah. Also, why not build for any defense on your dom? Even if its S/L? This build could be reworked into a S/L soft capped def and it would be sick. I thought about doing it myself but than I stopped when I realized getting another 4 sets of purples isnt fun and which build would I end up favoring. I know on my other dom I built for pure recharge so every mob would be locked down but realized I could fit in enough to soft cap S/L and still have sick recharge. Will require purples but thats besides the point.
