Here's what I would do on a mid-budget DP/Fire. The only really expensive thing is the GA 3% defense, and those are going for less than half a billion after converters hit. Softcapped s/l defense layered with ~50% s/l resistance. Practically softcapped Melee defense layered with ~30% energy resistance. Insane AOE, though lacking in the ST department. ~30s recharge on HoB (~25 w/ FF.) Good recovery, decent HP. This is a very solid mid budget Blaster and should be competitive with whatever else you play on the same budget. Turn Accolades & Incarnates on, this uses all passives and Agility Core Paragon.

Just to warn you if you've never had it before, Flash Freeze is possibly the single worst power in the game.
It is an AoE sleep with a poor duration and long recharge.
The GFX are buggy and do not always display, so you cannot always tell whether it is in effect on a target or not.
It does (an extremely tiny amount of) damage, so it can't be used to stack magnitudes of sleep onto other sleeps or itself to lock down bosses.
If you take an Interface power that deals damage (and really... you should), it will proc your Interface because it can be slotted for damage, breaking itself instantly.
There is literally no redeeming quality to this power aside the fact that it can mule Fortunata's Hypnosis, which, as of Enhancement Converters, is no longer cheap, and will run you 600-1,200 mil at market value right now.
I would take anything over Flash Freeze.

Lol I already took it. It's not great but it's not half bad either. Some bad qualities I've noticed with Flash Freeze:
-It's area isn't so hot. If a spawn is clumped closely it works, but that isn't always the case so it can't hit everything
-It's range isn't so hot. I feel I have to be on the very edge of a spawn's perception range to actually cast it near the center.
-It's animation isn't so hot. Coupled with the not so awesome range, the spawn will be alerted just before the effect and attack. I have to rely on Ninja Run's jousting to hop behind something as I click it.
All that said, I find it can still be useful. I mainly use it as a 'Hail of Bullets isn't recharged yet?' button. Running in and using HoB + Bullet Rain, the spawn is usually dealt with so fast, HoB would have to recharge in 12 sec to be ready for the next spawn. That's not reasonable (and I'm specifically aiming for a balanced character so I'd rather not lean on HoB for everything) so I'll move to the next group, sleep them, pick off the Lts or boss then Bullet Rain + Empty Clips or whatever combo.
To put it simply, this character is 2 characters and one may be slower but safer while the other does lots of damage but foregoes safety. An ice power had to be picked and the choices were between Snow Storm and Flash Freeze...which do you guys feel is more useful?
Also, while I can't use that build you posted 2HB, I will review the slotting to see what tricks you used.
But yeah, can't use that build at all. Completely lost the concept which is...in the thread title so it has to have Ice powers and Fire powers to work.
Also, I had to download the latest Mids' just to actually see what you did. Why not just post the build in the thread so others can see too?

Might be due to his current dilema concerning if he'll continue to post builds at all, once purples are sold for $. *Shrugs*
As for your previous question: Snow Storm or Flash Freeze?
Personally, your method for using FF seems fine to me. If you can overlook it's many issues and still find use for it, all the better.
Keep in mind Snow Storm would be a thousand times more useful on teams though. As FF would just be a waste of animation time, with all the AoE's going off.

Alright, when the double xp weekend hit, I did get a chance to level a couple characters, mainly the two new rolls StJ/Inv Brute and Dark/Thorns Dom. But what I mainly did was take advantage of the market and outfit a lot my mid-lvl characters with lvl 30-35 IOs...because that's where they usually stall...not enough inf for a full build and barely enough to fill out slots by lvl 33ish.
Preface aside, I stumbled upon a Blaster I had set aside for later and finally got a chance to play it again. I love the concept so much I haven't a clue why I had forgotten them...and with the changes to epics since then, the build could be even more fitting!
The basic concept is this character is 2 demons, one a fire dragoness-like and the other a snowbird-like. They swap occasionally, transforming into pistols for the other to hold and shoot. So the fire demon can use her fire abilities and shoot ice bullets and the ice demon can use cold abilities and shoot fire bullets, basically. There more to the actual backstory but that isn't important.

What I'm left with is a conundrum of what to take next. FYI, this build will be taking the cold mastery pool.
My questions:
-The powers in question are Burn, Hotfeet, Snow Storm, Flash Freeze and Hoarfrost. Personally, I'd want all of these powers but I can't seem to fit them all...I'd drop Suppressive Fire or even Blazing Aura if I could, but none of that would free any of those choices up. So how would you prioritize them?
-I'm building this character in a defense direction concerning IOs, so I want to take Frozen Armor and Hibernate. Since I'd like to have somewhere in the upper 20%-35% def to something, which would be better? Smash/lethal+melee? Melee+range? Smash/lethal+range? The idea isn't to cap, just round out and Frozen gives smash/lethal def already. Would aiming for melee so that I can jump in with nuke be good (which would also add to smash/lethal)?
-Any other recommendations? While I love the concept, it's still pretty flexible right now (he/she is only lvl 31 so far).
