Electric Blast single target damage rotation
I have a 50 Elec Blast and encounter the same problems. My solution there is to just include the AoE as part of the ST chain, plus I use Hasten, global recharge bonuses, and the Epic for more attacks. But I was building for Ranged AoE, and the ST is really just for filling. I find it not incredibly hard hitting.
I'd recommend taking the ST hold from an APP at 35 if possible and slot it for both dmg and hold so it could pull double duty as dps and mez.
I like to slot such powers with an acc/dmg/rch from thunderstrike, a pure dmg IO, a dmg/mez hami and 3 pieces of the lockdown set (acc/hold, rch/hold and either the hold proc or the acc/rch depending on my needs)

At the risk of sounding obvious - all blast sets don't play the same way. The third ST blast, if it exists in the powerset, comes at different levels, and as you pointed out, Electric really doesn't have the third ST blast similar to what Energy, Fire, and Radiation have. Electric tends to be a bit more "blapper".
Personally, I would be bored with Blast sets if they were all laid out the same way, just with different secondary effects and/or animations.

Ooops, just realized this was about a Defender: Kin/Elec!
I see "Electric Blast" and I get all sorts of excited!!
Voltaic Sentinel may be a big help for you.
Also, being Kin and Elec, I'd think that being up close in melee might be the right spot for you anyway.
So, maybe don't worry about Ranged ST combos and go in and use the different aspects of Electric Blast. I hope you enjoy it!

Yeah, you're not really missing anything, you're correct.
And Ad Astra is correct as well (and I love that aspect of the different powersets too).
For me, with enough recharge, the Tier 1 is up often enough that I don't miss having another ST attack too much.
Playing as an Electric Blaster, I tend to be either laying down holds, sapping endurance, throwing AoEs and/or punching things up close in-between my ST ranged attacks.
This is as an E3 Blaster (The Blaptroller!!).
It's a versatile set and I change my approach around the situation and/or my whim.

On my Rad/Elec Defender, I just used one of the ranged Vet attacks (Blackwand,
I think -- didn't want the KB of Nemmie Staff), if I needed a filler in the chain.
I'm not sure what to recommend otherwise - Ball Lightning seems to be the
obvious choice. Short Circuit can also be slotted for damage and cycles fairly
quickly as well.
Of course, they're both AoE's, and in SC's case you need to be in melee range
(which was ok on my Rad, but might not be on your Kin).
A final caveat on the Vet powers - they're great early, but if you want to use
them effectively later, you'll need Global Acc/ToHit in your build.

Thanks all for the help. I'm not complaining that the sets are different, just was wondering what could be done since I'd been thrown off my usual plan. Ball lightning is still a bit too long at 16 seconds base recharge to use regularly, and I don't yet have the ranged Veteran Rewards (and my only global +acc is Tactics).
But Kyriani's suggestion got me looking at Ancillary pools. Turns out Electric Mastery has an immobilize attack that actually does blast-level damage, plus does gradual Endurance drain that will help me keep foes form acting - and it'll mean more powers that benefit from an Agility alpha.

During the DXP weekend, I began leveling an Electrical Blast defender. Normally, with characters using Blast powersets, I find three single-target attacks and slot them up with enough recharge that my character is constantly busy; problem is, EB only has two low-recharge attacks like that. I tried using the sniper attack as part of the rotation, but unsurprisingly that didn't work well. Any suggestions? Or am I a noob to be 3-powering my way for single-target damage in the first place?
Primary power set is Kinetics, FWIW. Thanks for any advice you can provide.
