Most likely you need to wait until Stage 4 finishes downloading and installing.
This was reported in the Gameplay/Technical Issues & Bugs forums last week.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

OK, thank you for the quick response. I'm about 80% through Stage 3, so hopefully I'll be able to play soon.

Are you getting that screen when you are in the Tutorial, or when you are attempting to enter Atlas Park or Mercy Island?

It shows that someone defeated a Shivan so I'm guessing in the tutorial, and he is still level 1, so not ready to leave yet.
